EUIV DLC owned.. see it in Steam, Enabled in Launcher, but don't see it in game.

Hi,

I grabbed DLC that I didn't have in a Humble Bundle sale. When I look at my game in Steam and in the Launcer, it says I own the game.
When I start the game it says 'not owned'
If I try to add the key it says I already own it, do you want to install, I say yes and it comes back with config error.
Again in the launcher, I see the DLC.
I have tried:
Deleting appinfo.vdf
Verifying Local Game Cache
Running Steam as admin
Reinstalling the game
Reinstalling Steam
Deleting EUIV in Documents Folder

Nothing seems to work, this is happening on both my PCs. I am logged into Paradox on the Launcher.

Okay.. It was mostly DLCs I got in the Bundle Sale. Actually I think I almost fixed it, when I started the launcher there was a weird symbol next to Play, something about Sabatan Music should be disabled. I disabled that DLC and now they all show up except eldorado

That message was just saying that if you are going to live-stream the game (say on Youtube or twitch) you must disable that DLC as it has copyright material. That is a normal message and nothing to do with your problem.

Very hard to see why 1 expansion alone is not showing up. What if you delete the two files dlc_signature and dlc_load.json from the Documents/Paradox Interactive/EU4 folder, then run the game up - any different?

I had a lot more than that missing earlier, once I turned off that music dlc, most of the ones that weren't working worked. I deleted my whole documents folder at one point, it didn't help. Just finished working, so was launching the game now, but taking a long time to start.

I think I might be okay now, Humble says it doesn't have keys for Cradle, so the Cradle I added was just content pack, and I still need Cossacks and emporer. I'll see when the keys are available...

All good now, I left that music DLC disabled
