A follow-up question. Once I have the upgrade and select the new unit as my default - is there a way to upgrade existing troops or only newly raised troops will be of the new type

All existing troops of "your" type get automatically upgraded.

If you've recruited a unit from another type (IE for instance if Poland has a core on one of your provinces, and you're western tech you can recruit eastern tech units in that province) they will never upgrade. Nor will mercs.

Thank you. And sorry about this - each answer makes me think of a new question.
Where there are different types of cannon - say some more mobile and some better at bombardment - does this auto upgrade mean I have to have all one or all the other?

Yes. There is little practical utility in keeping different kinds anyway. The differences are not so large that you'll be able to effectively use the marginal tactical advantage you'd get from that kind of specialization.

Can you not ally with countries you have a negative opinion of? I'm playing as Oman and I want to ally with Haasa (I took a mission to do so). Their opinion of me is +9, my opinion of them is -45. But when I go to their country popup and select Diplomatic options and hover over Offer Alliance it says "We can not ally with Oman as we need to have a positive opinion of them, currently at -45". That makes no sense to me, as it's my (Oman's) opinion that's at -45, not their opinion of me.

Yes, you can't ally with a nation your people view unfavorably. Sometimes, though, you can actively change things to increase your people's opinion of them, it depends on why they dislike them. As an example, in my current Muscovy game I had set Lithuania to be a rival, since Poland was allied with Lithuania my people disliked Poland preventing me from allying with them. Changing Lithuania to not be a rival got rid of the modifier and allowed me to get the alliance.

Getting military access and fleet basing right helps, and you can always cancel those later.
 
First, I realize I should play more before I ask this... but I got really disgusted on first play today! I'm a huge EUIII fan by the way. 4 of us jumped on and gave EUIV a whirl today. I took England, and hired some advisors.... I quickly found myself in a horrible spiral of no income and taking loans! I tried to find some way like the old game to not put money in technology but the only way out was to not hire anyone and dismiss military units? I take it the old bars are gone for controlling wealth.. where I could adjust my own money for wealth? Game looks great and I know the trade system is suppose to be good... I'm just really lost on the economy... did the tutorial on Nodes.. etc... just seems harsh on cash.. Then the Ware of Roses broke out with stacks of massive troops and a horrible spiral of death... LOL!!! Am I missing something on the economy part??? I cant imagine you cant afford your troops you start with and not have advisors at start?

The advisors are hugely different in their maintenance costs - so yes - don't go for the more expensive ones first off unless you really need one. Also, take out a loan (or three) when needed.

The concept of fleet basing would tend to indicate it can extend your operational/supply range but it doesn't.

I *think* the idea is that you have to pay a monthly fee for fleet basing rights, but land access is free. The popup when you ask for fleet basing rights should tell you how much it will cost.

For one thing, it allows Spain to give French troops access to Portugal without also providing a springboard to the Americas for the French fleet. It is a cool feature and I don't know how you could possibly find it "wasteful".
 
How can i make morroco renouce its cores on provinces i just conquered from him? (Because he have a national idea that increase the price to create a core in 200% making a already expensive 160 province jump to 440).

Im kind of trapped in 80 overextension thanks to that ;P. Nothing i cant handle for 5-10 years.... but cant wait 50 years for his cores to go away.
