EUIV, Vic3 crash when starting game, Windows 11 steam version of games fully updated all DLCs active no mods

I am having a crashing problem. I am trying to return to the game after a number of years out. I bought all the DLCs I was missing and reinstalled the game on steam. Crashed three times. I uninstalled and removed the folders from documents and steam steamapps common. reinstalled and still crashing.

I decided to play Vic 3 as an alternative, added the latest DLC (only one missing) and had the same crashing problems.

I checked Cities Skylines 2 (did not add any new DLCs) game started up no problems.

suggestions?

disregard. I decided to check if I did in fact have any mods for either of these games and I did. I unsubbed the mods and the games load just fine. That is what happens when you go a couple years without playing them.
