2. France and Austria must exist. They cannot be at war.

3. Poland must exist. Poland and Lithuania cannot be at war.
 
Just to clarify...

2. France and Austria must exist. Burgundy must not be at war with anyone.

3. Poland must exist and must not be at war with Lithuania. Both countries may be at war with anyone else.
