Event firing wrong

I'm with Germany, went yes with Preparations for invading Norway in the Altmark Incident, then pressed no at Weserübung. Manually, I declared war on Denmark, annexed it. All the events (capitulation, garrisons, local police) fired at the right time. But then, after Vichy France formed, while I was redeploying to the eastern borders, an event fired, which gave me an SS mountaineer divison, in OSLO. It appeared for a second in Oslo, then redeployed to Berlin. In my opinion, if I don't conquer Norway, I shouldn't get a norvegian division

That´s also true for the event creating the 16. SS-PzGrenDiv, it appears somewhere in Hungary (which was not a real problem, but somewhat strange).
