Event gives an admiral even when there's no navy

Description​

The event "From the heart of the sea" forces me to take an admiral even though I have zero navy. I suggest either removing this event for nations with no navy or add an option to not take an admiral altogether.

Steps to reproduce​

1. Have no navy.
2. Wait for the event "From the heart of the sea" to trigger.
