I was wondering what you have to do to get event pictures to work in DH full? I know they have to be BMP files 400 x 116 pixels. But whats the green thing that borders them? And is it needed?

No, the green border is not needed. It appears transparent in the event, so it is used to give a special effect, but it's not mandatory.
