Event " The Forest of my dreams " fires even when prison is empty

Description​

Title. The event talks of my dungeon being full of guilty and disloyal persons, but it empty. That both breaks immersion and leads to a weird event outcome, when you pick the first choice (I get the same rewards/tyranny penalty, but no one is actually executed)

Steps to reproduce​

Keep your prison empty, have the Skulduggery focus active (probably the other two intrigue related work as well) and wait for said event to fire. As an alternative use my save with said event pending. Investigate event code; likely a condition to make the event fire only when having X prisoners is missing.
