Do these lines require something like what is given or can I just insert my own text between the parentheses?

desc = "EVT_2029_DESC"

So would I have to make an entry in the text.csv file for the event or could I just do something like this.

name = "HOI II Delivery"
desc = "HOI II gets delivered!"

Yes, as long as you include quote marks that'll work; you don't have to reference things from config\text.csv with all-caps tags if you don't want to.
