Or, more specifically, their defined effects do nothing. Event 75000 is for a chancellor being good at his job, giving you an event modifier for either "+25 town opinion" or "+25 castle opinion." Neither of these modifiers, however, actually impact the opinions of your mayors or barons, as can be easily seen by checking the opinions of your mayors/barons while the modifiers are in place.
Similarly, event 75003 is for a skilled spymaster, and is supposed to give you a choice between +10% assassination chance and +10% imprisonment chance. The tooltip suggests that it is in place - similarly to the above, however, your chance to successfully assassinate or to imprison people is not actually affected (at least, based on the chance of success reported on the assassinate/imprison screen). Again, fairly easy to check - just look at the assassination and imprisonment chances for a known person, fire the event, pick a choice, and check your chances again.
