i have seen a number of people having a similar issue with other games this past week.

i have yet to play the game as i keep getting the exit code.

i have all latest software, updates etc.

are paradox looking into this?
 
What happens if you run eu4.exe directly from File Explorer? If it still fails you should get a more clear Windows error.

That's interesting. I didn't know that the launcher error numbers are the decimal representation of well known hex error codes.

@dubdan "access violation" error are often caused by broken mods or a broken installation. Try to disable all mods(if you think that you have no mods, look in the playset section of the launcher to make sure, because they might have been installed and activated without your knowledge) and if that doesn't help, you can try to verify the integrity of game files and if that doesn't help, you can try a clean reinstall as described in my guide on reddit about common startup problems with version 1.29
