It is not in either of the folders in your screenshots.

In File Explorer click on View and tick Hidden Items and File Extensions. Then click on Local Disk C: in the left column.

Then in the right pane double click on Users, your user, AppData, and so on down this file path
\AppData\LocalLow\Colossal Order\Cities Skylines II

The error is happening before the game even starts, there might not be a Player.log. It's a launch error
