Anyway to decrease the time from one year to like one month or something? I ask because late game as Britain the population of Bengal is beyond explosive proportions. I have about 250 pops in a single province. I can't upgrade the RGO fast enough to accomodate their growth levels. Since I can't build factories there I can't employ them either.

In the directory Victoria\db\economy there's a file called 'factory-time.txt' which has the times it takes to build RGOs and factories. The times are give in whole years, but you could try to replace the 'year = 1' with 'month = #' or 'day = #' where # is the number of months or days you think is reasonable.
I'm not sure this will work, but it's worth a try.
