why does it cost to those who already paid for Expansion Pass 1 and thus own half the content already, the same as to those who don't?
If paradox decided to punish early buyers, what's the point in buying early?

Not sure what you mean. The Expansion Pass 2 is a bundle of new DLC that doesn't overlap with what was in Expansion Pass 1.

If you mean the Ultimate Bundle, well, that does contain everything so far (basically the same as the previously available Grand Edition plus Pivot of Empire), and it is on sale currently, but that's sort of how this works? Like, you can buy things when they come out or wait for them to go on sale? The ultimate bundle does not as yet contain anything from Expansion Pass 2.
