If you use the + and - buttons to change your budget, the extra cost or savings doesn't update your daily money supply. If you set all your expenses to 0 using the slider, and then set them all to 100% using the + symbol, you end up getting them for free.
Example
1. Set all your expenses to the minimum using the slider bars.
2. Mouse-over the $ symbol in the header and check your expenses deduction. It should be $0.00
3. Using the + symbol next to the slider bar, set your civil expenses to max
4. Mouse over the $ again. Expenses should have gone up, but it is still $0.00
5. Using your mouse, move the slider to set you military expenses to max
6. Now if you mouse over the $ symbol your expenses will have updated, and you will be paying for both civil upkeep and Military
Workaround
Always use the sliders to change your expenses.
