Putting aside the expected "stealth isn't possible in space" argument, is such a mod feasible without a new game feature?

I'm not really asking for someone to make such a mod, I'm familiar with Paradox modding and would probably work on it myself, but I'm not sure where I'd start with this one. What I'm thinking of would be limited to science ships only (or maybe a special type of stealth spy ship), targeted at mid to late game with some special/rare tech research.

The idea with stealth science ships being, if another race's closed borders prevents you from exploring half the galaxy, just sneak past them. A generic "spy" ship (maybe just Corvettes with special equipment installed) usage is fairly obvious.

Challenges I can think of...
  • The stealth shouldn't be absolute - at least space creatures and maybe fallen empires might need to be immune to preserve *some* of the danger to science ships. Or maybe there'd be a non-zero daily chance of discovery, complete with a diplomatic incident in the case of trespassing in a closed border empire. Even better if the chance is impacted by proximity to alien sensors.
  • There would need to be a way to "disable" this cloak conditionally when a hostile action is taken - can't have perma-invisible ships attacking other fleets.
  • Off the top of my head I can't think of anything in game that can be used to mimic a stealth effect, but I'm not familiar enough with Stellaris to know for sure. Anyone have suggestions?
