Experiencing a problem with Harmony (Mod Dependency) Mod

I noticed an issue with my game, the Policy Menu will not open only and X appears on the bottom right corner. This only happens when I have a mod enabled which is: Harmony, TM : PE, Network Anarchy, 81 tiles 2. The last three mods have been updated on the 23rd and 24th because they were incompatible with the new Cities Skylines update but not anymore. So I decided to remove the mods completely one by one to find the source of the problems. Then when I was left with the Harmony mod I was still experiencing bug until I removed it and the game works just fine. From my own knowledge Harmony is the problem, but that’s why I’m here to get a second or third pair of eyes on this to find a solution.
I have the output logs attached below, one just has the Harmony Mod, the other one has Harmony and my other mods in it.

I haven't played this game in 3 years and I've been trying to get this game to work for the last 4 days. I've tried going through Steam and some of the people in the community would rather be rude and arrogant than actually help. I recently went to reddit and waiting on that. If there is any anyone in the Paradox Interactive forums that could help me I would greatly appreciate it.

From my experience on Steam I have lost trust and faith in the Cities: Skylines community. Hopefully I can get some friendly people here to help.
 
I do not experience any issue with Harmony.
Since you haven't played this game for awhile consider to check against this list of Broken and incompatible mods:

Also think about that you are running your game on a lower end computer.. with only 8 GB RAM whereas your GPU takes 4 GB RAM.

Please consider to increase your page file.
To increase the page file on your computer, you can follow these general steps. Please note that the specific steps may vary depending on the operating system you're using.
  1. Open the System Properties: Right-click on the "My Computer" or "This PC" icon on your desktop and select "Properties." Alternatively, you can press the Windows key + Pause/Break key to open the System Properties window directly.
  2. Access Advanced System Settings: In the System Properties window, click on the "Advanced system settings" link located on the left-hand side. This will open the System Properties dialog box.
  3. Open the Performance Options: In the System Properties dialog box, click on the "Settings" button under the "Performance" section. This will open the Performance Options dialog box.
  4. Access Virtual Memory Settings: In the Performance Options dialog box, navigate to the "Advanced" tab and click on the "Change" button in the "Virtual memory" section.
  5. Modify the Paging File Size: In the Virtual Memory dialog box, you'll see a list of drives and their corresponding paging file sizes. By default, the paging file is set to "Automatically manage paging file size for all drives." If you want to manually adjust the paging file size, uncheck this option.
  6. Increase the Paging File Size: Select the drive for which you want to increase the paging file size and choose the "Custom size" option. Enter a higher value for the "Initial size" and "Maximum size" fields. The values are typically measured in megabytes (MB) or gigabytes (GB). You can use the same value for both fields or set a higher maximum size to allow for more flexibility.
  7. Set the New Paging File Size: After entering the desired values, click on the "Set" button to apply the new paging file size.
  8. Restart your computer: To ensure the changes take effect, restart your computer.
After following these steps, your page file should be increased, providing additional virtual memory for your computer to use when necessary. Keep in mind that allocating a large paging file can consume disk space, so it's important to ensure you have enough free space on the drive where the page file is located.

Having a similar problem but I cant even open my world because of something with harmony
