It seems to me that the only alliances which ever expire are the ones I´m in. If I check the ledger periodically, all other alliances seem to constantly extend their expiring dates BEFORE they expire, so that they in fact never expire. I´ve set the message display so that I will receive a 'pop-up window' whenever an alliance expires. Yet for about 100 year into the game this never happened save with alliances I was in.

No, they don't always do that.
In one game I was very keen to include another country in my alliance. I checked the expiry month for their current alliance, and in that month, slowed down gameplay and watched their diplomatic window. I was able to get at them after their alliance ended, before it was renewed.
Would be nice if the popup window would include other alliances though.
