We are all very good at explaining oddities away here... Riddle me this.

What is the rationalization behind a province with 3k population, revolting and having a 86k army appear?

Yes I know they don't all come from the "city", but 86K! Most fully-supported armies weren't that big!

Well, I've never noticed a rebel band *this* big (71 is the largest I remember, off the top of my head) but I can think of some possible reasons here.

Well, first off, your "rebellion" isn't really an "army." It's a mixed rabble of citizenry. Some of the rabble is no doubt organized into some form of a people's army; a lot of the rest is simply angry people with rocks, pitchforks, axes, whatever comes to hand. So, don't think of those 86k as being a force in the field, but rather a province full of cities, towns, farms and a countryside populated by upset people who you're going to have to pacify. Abstraction is the key here. Putting down a popular revolt can be quite a headache for even the most professional army; it's just not the same thing at all as fighting a nice, neat field battle. Just look at Napoleon's plight in Spain, for example.
