Exploit: possible to make demands over your diplomatic maneuvers limit

Description​

Unlike before, now the diplomatic maneuver costs of swaying someone are only paid if they agree, which is wonderful! However, it also leads to situations where it's possible to pause the game, send a sway to someone and also add wargoals. Once they accept, you will have negative maneuvers remaining which doesn't matter as now you both have the wargoals and the ally.

I think the diplomatic maneuvers should be "reserved" when you invite someone and refunded if they decline. However, it could lead to some issues (like swaying with "conquer state" and the value of state rising while the AI considers the sway, refunding more maneuvers that was spent) so the more effective solution would be to restrict adding more wargoals while a sway is being considered.

Steps to reproduce​

1. Start a diplomatic play and wait for the maneuvers phase.
2. Spend all your maneuvers but leave just enough to sway someone.
3. Pause the game. Sway someone.
4. The diplomatic maneuver cost isn't deducted yet so you can add more wargoals. Once the sway is accepted, the maneuvers go negative.

I have identiefied the sam ein one of my plays. I have asked France to join, before the accepted I have added some wargoals. After they accepted I had negative maneuvers.
