Exploit: unlimited diplomacy

Description​

Since the number of rivals you can declare is unlimited (or at least I couldn't reach the limit after I tried), it's possible to, say, declare Northern Germany interest and rival all the tiny landlocked nations there, giving you thousands and thousands of diplomacy points and thanks to that, a constant +25% buff to your infamy decay.

I think the number of rivals should be limited to the amount of possible declared interests (1 for insignificant, 2 for minor, 4 for major, etc).

Steps to reproduce​

1. Establish an interest in Northern Germany.
2. Rival all the one province minors there.
3. Enjoy 3k+ diplomacy points.
