Playing as Portugal (which has lots of explorers at the start) I merged some navies so I could reorganize them easily. But three explorers were in the group and now I can't figure out how to separate the three so they can go on different missions. The 'split' command is greyed out and the 'reorganize' command always produces a new commander, but the three explorers always stay together.

Does anyone know how to fix this?
 
I've had this same problem. It doesn't seem to be consistent. I'll be able to split them sometimes and othertimes not. I have noticed that when I can't, it ussually means that one of the two explorers is about to die. I don't know if explorers tend to argue violently when together or wether it has something to do with the game already knowing one is about to be history.
 
The problem is that you have too few ships to divide the fleet. I think you need 12 ships in order to split a fleet. I saw something about this in the FAQ's Forum, you might want to check it out.
