Extremely High CPU Usage In-Game

CPU: Intel Core (i5-4690K CPU @ 3.50GHz)
GPU: Nvidia GTX 1050Ti
RAM: 16GB
Hard Drive (That Imperator is installed on): SanDisk Extreme Portable SSD (250GB)
Operating System: Windows 10 Home

I was trying to solve why my game was extremely choppy (~15-25 FPS) when the time was ticking in game. I opened up Windows Task Manager in order to see what was causing this when I play the game at 4-5 Speed.

After letting the game run on 5 Speed for a few moments..

44% Increase in CPU Usage

Surprisingly, there was actually a decrease of 5.2% regarding GPU Usage while running on 5 Speed for this period of time. The issue now arises that "Low-End Graphics Mods" are unlikely to improve my FPS due to the nature of the issue.

Is there any temporary solution available or known to hit at least 30 FPS on average right now?

I apologize for the delayed response. Yes, it has. ~20 FPS to ~45 FPS on five speed. Thank you.

FYI 1.0.2 is out, but is a quite minor patch so I don't expect will affect this.
