As a Targaryan king, I tried to travel to Ashai and face one of the two wild dragons living there. I tried facing both of them a dozen times, but I could never find them. Anything I can do to improve my odds??

Actually, no. I believe it was one of the changes in the last batch of patches that Asshian dragons can no longer be tamed.
You are having difficuluty finding them because all Shadowlands dragons are shy. There is nothing you can do to improve the odds, just keep looking. In the latest patch I believe that the odds of finding a shy dragon were increased a bit.
I had the same problem. Just wait and try to tame their child, it worked perfectly for me and my court !
How do you get to face a dragon? I see the option but it's grayed out and I don't know what to do to try. Other people are facing the dragons as per them apparently getting maimed or some of them actually becoming dragon riders.
