Yeah, resources can be modded by changing their name and graphic. Food could replace Cells in the mod, but many units in FODD actually do need Cells. Vehicles and units which use energy weapons and power armour. Cells replace Oil as a resource. The provinces have been assigned Cells production based on some loose decision on their ability to convert available energy supplies into recharging Cells.

We can assume that Supplies include all manner of items, like food, ammunition, clothes, and other goods.

Food can represent a tradeable surplus, not your farmers sustenance. It's the surplus food that gets traded between settlements and which is needed to supply the towns where "industry" would take place. If there is interruptions to the food supply, then people stop working in workshops and start spending their time scrounging. They don't starve to death en masse, they are just too busy to keep your production going. Every settlement could have at least as much food as half their starting IC demands, so production doesn't stop entirely.

I'd say food could replace energy cells. Energy cells are appropriate to the setting, but less important. They aren't crucial to anyone's economy, not even BoS, and many nations wouldn't have two cells to rub together.

But even if food is a surplus no food will ruin your manpower since manpower means people who are avaible for your army. I think for example that some units should consume a lot of supplies but few food, others the opposite and I am against IC-->Food...some country with decent IC like New Reno should have very few food.
About water--->IC it is a nice idea because it remainds the good old Dune 2 Windtrap!
