Fast Deliveries mutator not working

I have a prison that I have been making for over 23 hours and recently I have had a huge backup of delivery trucks so I tried enabling the Fast Deliveries mutator but it does not work.

Below are some images - Here is a short explanation

Mutator Enabled.JPG --> Shows I have the mutator enabled
Room in storage and deliveries.JPG --> Shows I have room for deliveries
Tons of trucks 1.JPG --> Shows a line of trucks even though the mutator is suppose to stop trucks from spawning deliveries unless my storage and delivery area(s) are full
tons of trucks 2.JPG --> Shows a pile of trucks inside each other (that keep spawning) even though the mutator is suppose to stop trucks from spawning deliveries unless my storage and delivery area(s) are full


Edit: I really need the mutator to work because I have a cemetery mod and the coffins do not deliver unless I have the Fast Deliveries mutator enabled...
Also I am sorry if this is not enough info - Please notify me if you need more

Edit 2: Forgot to mention - I am using Warden Mode so I don't know if this is just a Warden Mode issue or a every mode issue

Edit 3: I have also tried waiting a real hour to see if the trucks would stop but they did not
