I recently reformatted my HD and reinstalled windows. Since then, I have been unable to run EU2 on my computer. I have tried vanilla 1.00 as well as patched with the latest. I have all my drivers updated as well as windows. I have reinstalled clean 3 times. I have music and hardware acceleration turned off.

The screen gets to initializing graphics, then crashes and gives an error.
 
Make sure you turn the acceleration back on.

Then rename the AVI folder to AVI_back
and try it then.
 
Okay let's try some standard things.
1) Make sure you have the latest patch for the game.
2) Rename the AVI folder to AVI_back
3) Set the color depth to 16BIT
4) Turn off everything in the background like E-mail/ICQ/Messenger, Virus protection and everything in the system tray beside the clock.
5) Update your Windows, update your Video card drivers and audio card drivers. Then repeat steps 1-3.


Please run a DirectX Diagnostic:
Start menu –Run - then type Dxdiag, then select each tab across the top of the window, and run the tests on each tab. Then select “Save All Information” button in the lower right of the window. This will bring up a dialog box to allow you to select a name for the file where the information will be saved. You can save it right on the desktop as this will make it easy to find. Then copy the contents of that file from the start to the heading that says “DirectX components” then paste what you have copied into a post in this thread.
 
Windows and all drivers were updated when I reinstalled my OS. 16 bit display didn't help. Here's my dxdiag.

That looks fine to me. You were able to play before you reformatted on this same hardware? Or was any hardware at all updated at the same time (eg new video card)?

Can you test installing from this same CD on another PC somewhere?
 
I don't think that will help.

A crash on initializing graphics in the loading screen strongly suggests something goes wrong with loading and internally storing the various bitmaps (shields, flags, that sort of things). That's a function of the video card+driver combination.

Please, look something up for me. Go into the BIOS setup, and enter the advanced chipset section. What does it say for AGP aperture size?

Next thing you could try is to enter the configuration screen, choose computer management, then device manager. From the system devices, select the VIA PCI to AGP one. Select properties, then drivers tab page. Choose update. Choose manual selection of drivers. In the next screen, select display all hardware. Choose Microsoft, and select the standard PCI to AGP driver (if available). If successfull, this replaces the (known to be buggy) VIA driver with a Microsoft one.

I think that's worth a shot too, but my suggestion was to try your existing CD in another machine.

But given you got a new video card I'm almost certain the problem is in the card, its firmware or drivers.
 
Try setting a different resolution, also try different refresh rates at those resolutions.
 
Also, you can try different aperture sizes in the BIOS setup. 128 MB for a system running XP with only 512 MB RAM is a wee bit much. Try setting the aperture to 32 or 64 MB.
 
Lets try removing the game completely from the system and reinstalling it.
 
Ok, doing it again. I have:

-Run the uninstall wizard

-Checked to make sure the Strategy First folder is gone from Program files. It was.

-Manually deleted the Paradox Entertainment entry from the registry.

-Manually deleted the Paradox Entertainment Folder from the Start Menu.

-Reinstalled vannilla EU2 from the CD

-Renamed the avi folder

-Run the game and it loaded! Fourth time's the charm.

I will now patch it and see what happens.
