It seems reasonable to assume the inhabitants of a puppet state would be less motivated to fight and work than are the people living in the country that conquered them and then released them under a puppet regime. AoD and HOI2 do not reflect this reality.
With this in mind, would it be possible to include a modifier in the game that could be used to lower puppet productivity. One possible way to do this would be to include 'puppet' as one of the categories in the difficulty file along with what is already there (namely: human, ai, axis, ally, comintern, and neutral). The default setting would be zero in all 'puppet' categories but the player would be able to easily change the stats manually.
A solution such as what I suggest above could be used to nerf, say, Nationalist China if it is puppeted by Japan, because the player might choose to set manpower at -50% for puppets.
