So we know that a federation periodically votes for a president but I was wondering how the votes work. Is it one vote per POP, one vote per Planet or one vote per species. Or maybe you choose the method when founding a federation.
I think you mean 'one vote per faction'? Since we can have multiple factions by the same species/race factions and races/species are not the same thing.
Federations not based on first past the post conventional voting should also be possible. A federation where leadership can be rotational for example, or where you can pre-assign the number of votes during negotiations. Or simply a leadership that always is assigned to the strongest faction regardless.
Above is a great idea. Concentration of power is inversely related to the size of the federation. So your big big federation might only have you in power for short amounts of time!
