I think I recall devs saying that during creation of federation fleet you will have access to components from all members. So it will be something like standardized fleet made from best parts from all members in federation shipyards.
We still don't know anything about federation fleet's ftl capabilities.

Federation... like a bunch of players making a super group that is slightly centralized? I think that would be fun.
