Is there a file that controls the slider settings in the diplomacy screen? I've been looking for this but have not been able to find it. Or is this function simply non-modable?

What I mean is the actual effects of the slider settings, not being able to control where a specific nation has it's sliders set. Is there any file that controls this, or is it hard-coded?
AFAIK, the only slider consequences you can mod, are the ones that determine your ideology based on left/right and democracy/anti-democratic.
