This might be a fix for some people, can not say it will fix everyone's problems.
I could not for the life of me find out why I was not able to upload to workshop, I am running 1.0.6b and tried 1.0.7c as deep down that thread some said it helped fix there problem. It did not help me at all, and I know there's others out there like me, uploading for the first time, or might help others as well.
Go to your steam console as show below, and go to "CONTENT" under your name, click on workshop tab see in pic. You will finally see all things you tried to upload, including multiples if you tried same thing many times such as me.
Click on one of the items, will bring up page below. The first thing you will see Quite evident if this problem is a fix for you. I saw no evidence pointing to this problem anywhere, or in an email to me from steam. First though if you have multiple copies of items, this is where you can delete them. Down in lower right is the delete button, hitting this will take a second to delete item, and take you back to prior page. Once you deleted all duplicates then hit the link in the "Action required" area.
Now you can read Agreement or just hit Accept. After a few min's, you can now go to the workshop and see you items listed. They may not be on most recent uploaded, as it is registered to when you attempted to do so, witch for me was several days ago.
If this fixed any or all problems you had, glad I could help. Took me days to find this out, as was looking in wrong places
