It decides the government type when colonial nation independents.
"Republic option" makes the government Noble Republic without Aristocratic coup disaster if Adm tech is 7^11.
Noble republic was so nerfed it isn't republic but like monarchy. It makes no sense to choose Republic option.

Thanks for your report. This has already been fixed internally.

If you have more issues it might be good to know that when something is clearly amiss/unintended it is better to use the bug report forum. :)
