Uh, it's so broken,

Except for children, I have no filters set at all, I allow the game to sort things out as I have seen the devs say many times that it will.

Well, it doesn't.

At one stage I had several dozens of people that continuously ran between two domes. Back and forth the same people over and over again.

Now for some reason, my children's dome (filter set to preference children) is deserted, and all the children are spread around the other domes, you know, those domes set to "No children".

To fix the children dome, you, no joke, need to build a regular residence that adults can use, which is not completely full (so has slots for them to briefly occupy as the AI reassigns them). So to move them from another dome, the AI will very temporarily assign them to a regular residence, then pop them into the nursery. They cannot transfer directly to a nursery from another dome. I'm not sure if the 5 day moving CD takes effect if you assign them manually to the regular residence, as I haven't been willing to try yet. I do know that it does not with the AI moving them, and so they'll pop almost instantly into the nursery.

The AI should filter them itself once there's a residence to shuffle them through. And yes, that is a fair bit of wasted space if your children's dome is 100% automated. And if it isn't 100% automated, you now have to deal with trying to make sure you don't end up with all available slots filled by adults.

It's absolutely silly and needs fixed. There is no reason children should not be able to transfer directly to a nursery (a residence only they can use!) from another dome.
 
Huh, there's a 5 day cool down to dome moving? Someone needs to inform my colonists, as I say in my OP I've seen colonists run into one dome, turn around and run back to where they came from, turn around again and keep doing that for Sols on end.
 
It may only be for manual moves done by the player? I've definitely seen a message indicating they won't move again (perhaps only automatically) for 5 days after placement when assigning them to new housing manually. I may still be able to manually move them again within those 5 days, haven't really tried yet. But it seems to indicate the AI won't move them again for a short time.
