That's true, but we could always make dynamic events, for adding BB for taking territory in the Empire? If need be that is. Also, Silesia shouldn't really be part of the Empire, by all accounts... Nothing suggests it would be. That's like saying Poland is in the Empire.

All maps I have seen of the HRE by 1378 clearly has Silesia as part of the HRE.

Germany is the wealthiest and most powerful part of the game world. Concentraing it further at game start will lead to an earlier and more inevtiable creation of Germania. We don't want to too easily unleash the beast.
