Fleet management does not allow me to delete ships. Is this a feature? ^__^

Delete button is grayed out all of the time, I can't manage my fleet properly and have to delete every unwanted ship manually by selecting them one by one by myself.

And I'm still getting tons of empty fleets or fleets are broken after merging. It shows wrong values for ships in fleet, doesn't allow changing the number of a ship type and once I had 2/3 ships and reinforce said fleet is already full. And no ship was built and on its way. Just increased my destroyers from 2 to 3 and could not use reinforce.
