I don't know, but I guess we will have percentages of different cultures, right? Then there might be a few percents per decade that "swiches side" as you own the province longer and longer, expulsions might happen, and settlers might come(but maybe not just from your group? Difficult to controll that I guess!). All this will then slowly alter the culture in majority. This is how I dream of it at least!
