Focus of an air attack

On that way i would like to ask a question in concern with the "in game" controls of "Hearts of iron doomsday (version 1.3a)": How is it possible to focus an air attack (with tactical bomber or something else) on a single and specific province during an air attack? I read the manual and there i could find the answer to that question: they say: " use crtl + right mouse button on the specific province and then choose the kind of air attack", but i tried this more than once, it doesnt work, the air planes attack the whole region, respectivly the provinces in that region randomly. How can i resolve this lack of control?

I don't think you can ever make the planes attack the providence just the region ethier way I always attack the region because I play on broad fronts

You can do this, if you launch an attack by land units before bombarding. Then your planes are "helping" your land units in specified province, otherwise your air attack will be rather random. I suppose there is some reason for this "randomity", but what ?
