I want to add I'm also having the same issue but it seems to go away if you run the game in windowed mode. I would appreciate any suggestions people can offer as I prefer full screen.

How can i switch to windowed mode? I ve no option for that.

After I deleted my settings files in Documents/Paradox Interactive/ Crusader Kings II and re-installed the game(without deleting my savefiles and what not the issue seems to have resolved itself, perhaps it's something in the settings file and if you delete it it may resolve the issue.

edit: if you simply want to switch to windowed open the settings file i just spoke of and switch the line fullScreen=yes to fullScreen=no
 
Have had the same problem. Only delete the setting.txt file in your document folder.
Then start the game again.
A new setting.txt file will create automatically if you restart the game. You don´t have to reinstall everything!
 
I ran into this problem myself after patching, and have finally determined the cause.

It's the gamma setting. Setting it any higher than the default (50) causes the font corruption; as you increase it further the map colors become increasingly corrupt as well. Lower values appear to work fine. You can view this in realtime by adjusting the gamma slider setting in-game. Those of us with old settings files that see this problem can resolve it by simply setting the value back down to 50.

This is clearly a bug that Paradox needs to address now that I've identified the cause.
