I thought that this man was actually Yamphe-la (spelled "Yarphel" in my Tibet HOI2 set) Pangdatsang, i.e. another one of the brothers of the Pangdatsang family (the merchant, actually). I don't have my reference material with me right now but I think that Tobgyal lived in Kham at that time.On the following Link you can find a pic of him.
