For modding: Monthly lifestyle xp effect

Hello,
I'd like to suggest creating something like "montlhy_lifestyle_xp" effect to use for modders.

It could either look like that:

monthly_diplomacy_lifestyle_xp = 5

or like that:

monthly_lifestyle_exp = {
type = diplomacy
value = 5
}
