I'm playing as France, it's 1620ish and I'm allied with Venice and Tuscany. Venice declares war on Turkey, so I get dragged into a war vs. Turkey, Crimea, Hedjaz, Aden and Algiers.
Anyway, the combined forces of Venice and France rip through Turkey. I conquer all Turkish provinces in Italy (4) and Illyria, then we move on to Albania and Macedonia, and we're seiging Thrace.
Meanwhile, I launch an all out amphibious assault on Algiers. I conquer all five of Algiers' territories. But I can't militarily annex them. I see that they have a trading post in Arabia so I think that may be it, so I run out there and burn it, but still no dice.
There's no way I've missed any Algiers territories now...
I've stolen Spanish, Portuguese, English and Russian rutters, I've exchanged maps with Oman, Dai Viet, China, Mughal Empire, so I've at this point got 95% of the map uncovered... At this point I'm only missing some sea lanes in the Pacific.
So... I haven't missed any Algierian provinces. I've conquered them all, but I can't annex. Is it a matter of DoW, since I didn't declare war on Algiers, will that make the difference? Cause Venice declared war on Turkey I just got dragged into it, is that why I can't annex? It's the only possible reason I can think of why I can't forcibly annex Algiers.
And yes, forced annex is turned on.

England declared war on me, so I got sucked into another war with England, Sweden, Pommerania, Teutonic Knights and the Iriquois, so I just took three Algerian provinces, took three Turkish provinces and signed off on that war so I could turn my full attention to England. I ravaged England and later took 3 territories from them... silly English, they've been fuming ever since I diplo-annexed Scotland.
