Playing wee Prussia yesterday, I was shocked when I realized you cannot forcibly annex countries if you are not the (permanent or temporary) leader of the alliance! :eek:

Bug or feature? :D

Myself, I'd call it bug... a blastedly irritating bug.
 
No. I tried it from several different angles. (Which gave me a serious headache from bashing my skull against the screen when I could not get things to go 'just so', btw)
You actually have to be the leader. EOS.

Hmm I thought I annexed scotland as the english in one game while still allied to spain, whom was the allaince leader as I recall. I will investigate this and see if that is so or not. If not all the more reason to cultivate allies and form a allaince as the leader :D

I don't know, but be careful with the definition of leader of alliance...
You have the long-term leader which manages the alliance and the short term leader in a war which is the one declaring war or declared on. This of course might be the same nation. But I think you have to be the short-term leader to be able to annex, and then capture all the provinces yourself...but I'm only speculating here...

Yes, you have to be war-leader (or 'short term leader') to annex.
After further testing, I've concluded that you do not need to capture all provinces on your own, just the capital.
The other provs will go to the successful warlords.
