I ran some tests with no foreign minister and 10 finesse foreign minister, with 0 finesse, 5, finesse, and 10 finesse diplomats attempting to assassinate a nobody, general, hier and king. Regardless of whether the minister had 0 or 10 finesse, the chances did not change for the various diplomats. Since the chances are broad brush terms, I can't tell whether 13% (finesse 10 * 1.3%) is enough to sway the band from Likely to Very Likely.

The titles.txt file includes the following for the position:

}

Looking at the rest of the gamefiles, diplomatic_missions, intrigue_missions appear to be specific to that character, and the minister himself seems too aloof to go on those missions himself.

Shouldn't these be global_diplomatic_missions and global_intrigue_missions? I don't believe these settings exist.
