I did not know this, any specific examples? As far as I can see there are no date limitations on fortifications. The only examples that come to mind off the top of my head are the date ranges specified in colonist.csv and trader.csv.

That appears to be the date that the fortress was upgraded to its current level. It doesn't appear to be used by the game. In addition, some of the scenario files have the fortress specified, without the date.

Oops, never saw the "increase = no" bit. Hmmm.

This is from a saved game file? I think this is for ongoing construction.

Alas, I think I had figured out how the end date for various constructions was kept in save files (and .inc's - why not?). But I forget now.
 
Seeing I got it from the 1492.inc, that's a long construction time

Just think of the worker attrition in a 28year build. ;)
