Is there anyway to garrison troops in a fort as opposed to having them stand around in the provice outside the fort? How do you influence the numbers of inf/cav/can in the fort?

Also, why is the AI able to build troops in a province while I am attacking it? I can't do that- or is there a way to build troops while being attacked?

Garison come standard with every fort. U can't put any troops in it. Minimal forts tend to have 5000 infantry and 10 cannons (cavalry isn't very handy in a fortress) and so on.

They could have started building those troops before u arrived.
 
Forts are automatically garrisoned, they don't need additional work. And no cavalry in the fort, just infantry and cannons. Number of infantry increaces 5000 per level, cannons 5 (i think).
And if AI starts building troops before you attack the province, they will keep building it. Same appiles to you.
Not a good idea though, because morale will be the lowest possible and there is 99,99999999% chance that they will lose the battle, no matter how strong they are.
 
Like there is another option? Couple of shots and field is full of new recruits trying to save their ass and run as fast as they can :D
If they are really brave, they might even make it to the shock phase, and flee then.

No, I doesn't seem as the old BG rule to withdraw small units of troops into the fortress (to avoid them beeing massacred by the enemy) "survived the conversion" so to speak.
Mayby in a patch ... =)
