The Turkish National Movement


With the formation of the Grand National Assembly earlier this year, the Turkish National Movement hereby takes its place as the sole representative of the Turkish people and sets forth the foundation of a new Turkish state. We call upon the nations of the world to recognize the Grand National Assembly as the true, legitimate governing body of the Turkish people. We further state our categorical rejection of the Treaty of Sevres, which partitioned the Turkish homeland of Anatolia and led to the Allied occupation of sovereign Turkish territory. We call upon all foreign powers currently occupying Anatolia in violation of Turkish sovereignty to withdraw their forces and administrators from Anatolia and to acknowledge Turkey's rightful borders as encompassing all of Anatolia, as well as the Turkish province of Thrace.

Even now, the Turkish National Army moves to reclaim Anatolia from those who would refuse our legitimate aims. There can be no peace with those states who have chosen to exert military force against the people and the territory of Turkey, the Kingdom of Greece and the Republic of Armenia, so long as they continue to occupy Turkish land.

To the people of Turkey, rise up and oppose your unrighteous masters! We shall strive together to form a new state, free from foreign oppression! The Movement advances, and with it the Turkish spirit!

The Indian National Congress
These times we live in, in the legacy and aftermath of the Great War, have been tough for India. The monsoon failed last year, causing much suffering and famine among the people. A epidemic of Influenza ravages those Indians of the urban cities and other population centres. Many Indians have died, and continue to die, for the British Empire - whether previously in the trenches of the Western Front, or back home in India, or indeed across the Empire. Trade with the rest of the world has been disrupted by the war. And many, many more of our servicemen return home - to a home without jobs, without houses, and without hope. Although this may simply be the winds of fate, and the bad luck of fortune, we in the Indian National Congress must place atleast a portion of the blame for this period of suffering on the British Raj in India. They maintain high taxes, causing inflation for the economy and poverty for the poor, for instance. But while we cannot place full blame on the British for these terrible times, we certainly can for the other events and decisions they have committed themselves to.

Rather than attempt to liberalise the Empire, and grant the Indian people the self-rule they deserve, the British seems intent on maintaining their tyrannical rule over India through the brutal fist. While the Government of India Act 1919 was a step in the right direction, we in the Indian National Congress do not believe it has gone far enough in it's reform of the Indian government - there should be no dyarchy of the British and Indian rule in India, there should be solely Indian rule! But if we had gained hope of being granted our freedom by the British eventually, from the evidence of this this act, then all such hope was dashed with the Rowlatt Act. This Act is the worst and most horrid exemplar of the British Raj, and an representative of the fouler elements of our British masters. They treat us like traitors, criminals, dogs - to them, India remains in wartime, and as such they allow for indefinite detention of prisoners, censorship, and other abuses of our political and civic freedoms. Well, we can truly reply that the British are indeed at war in India - at war with the Indian people! But the most awful and abhorrent act of the recent times has been this Amritsar Massacre. With over 1,000 dead, by our estimates, this Massacre, conducted knowingly and consciously by Mr. Dyer, was the final straw for us in Congress. There can not longer be any détente with the British now. No more meek petitions and letters. India must take to the streets, and resist the British, until they give us the liberty we crave, and the justice we demand for the wrongs dealt to us!

Thus we submit, for the final time, our demands to the British Government in Whitehall and to the Viceregal Palace in Delhi. The Rowlatt Act must be immediately and irretrievably withdrawn. Mr. Dyer, the perpetrator of the Amritsar Massacre, must be held to a firm court martial for his crimes against the Imperial Indian Army and the Indian people. The Government of India Act of 1919 must be put up for immediate renewal with the intention of granting India further freedoms or even Dominion Status. Congress must be consulted in all future decisions and policies in India, including any change or renewal of the Government of India Act. And finally, Congress must be recognised as the sole representative body of the whole Indian people.

If these demands, either in full or in part, are rejected, then we shall commit ourselves to a great campaign of national resistance against the British Raj. Already the esteemable Mr. Gandhi has draw up plans and intentions for a All-India 'Non-Cooperation Movement', which Congress shall fully support if the British Government continues to ignore the will of Congress and the will of the Indian people. In addition to this, Congress shall continue it's decision to refuse to participate in the Indian elections under the Government of India Act, as a sign of our protest and our opposition to an act that could have been so much better.

I personally plead to the Viceroy of India, Lord Chelmsford, to strongly and thoroughly consider our proposals and demands as set out in this declaration. Should he wish to discuss any portion or section of this speech, or indeed begin negotiations with Congress on any matter we have set out herein, he need only notify the leadership of Congress.

President Ståhlberg prepares State Visit to Estonia

HY Yesterday, President Kaarlo Juho Ståhlberg, known for his shyness concerning public appearences and ceremonies, announced on a small press meeting that his next state visit will be to the newly established Republic of Estonia which according to President Ståhlberg got "deep cultural and linguistic ties to Suomi". The president will leave for Estonia following the peace treaty between the United Socialist Sowjet Republics on the one hand and Finland and Estonia on the other which finalized the Estonian borders and recognized the existence of her independence. The president expects to be able to hold a public speach together with the elected leaders of Estonia at the University of Tartu, the most famous instituion of our southern neighbor.
During the meeting Ståhlberg emphasized his opinion about the Ahvenanmaa/Åland question due to future meetings of the League of Nations. According to the president Ahvenanmaan concerns would be understood by Finland's government and he would trust Prime Minister Juho Heikki Vennola to preserve the rights of the Swedish minority.

Minister for Education calls for Finnish educational reforms

GUL During an interview with the Helsingin Sanomat two weeks ago the Finnish minister for Education, [. . .], called for a meeting with the intelligencia to discuss the current educational system. Following the first meeting sessions the minister now proposes a vast reform for the educational sector since most of the higher education is still dominated by the Swedish language and does not include a proportional amount of Finnish. The minister now announced the introduction of several new laws to be discussed in the parliament which will be introduced in the next week.

Finno-Russian hostilities cease. Karelia question still unawnsered

HY Though most of the hostilities with the bolshevik forced have ended Finnish patriots and fighters are still concerned about the Karelian territories and call for their inclusion in the treaty conferences at Tartu. Neither the president nor the prime minister have announced their support though neither of them actually positioned himself against them.

Trying times are indeed ahead for us all. The collapse of the Empire of Austria-Hungary and the deaths of millions in that War that so devastated this Continent and her People has made these governments of Europe take certain steps so as to deter the beginning of any war so brutal or more than the last; this honorable organization seeks peace and diplomacy for the world, disregarding to any violent or war-like means. For the people of Hungary and the people of Europe and this world, it is in the best interests to join and partake in the discussions and debates that take place within the walls of the great palace that is this organization.

For these reasons - to protect Hungary's sovereignty as a nation, to protect her people from foreign rule and tyranny, and to seek peace and justice for Humankind - that Hungary hereby joins the League of Nations.

A Romania United, A Romania Great?


The Great Union of Transylvania, Bukhovina, and Bessarabia to the Old Kingdom of Romania, itself the union of Moldova and Wallachia, has brought us to stand among the greats of Europe. We stood firmly alongside our French, British, and Serbian allies even in the darkest days of 1916, when German armies marched through the heart of our proud kingdom. We, of all the nations, have led the fight against Béla Kun and his Red Terror in Hungary, as well as his attempted invasion of Czechoslovakia and his threats against our own homes. Our armies marched proudly through Bucharest as we liberated that capital, showing the honor of Romania and her noble spirit to all. However, there are dark shadows that stalk our lands. The terrible waste and oppression of the absentee landowner, the terror of latent anti-Semitism, the uncertainty of the new populations of Saxons, Hungarians, and Bulgarians that now live within our borders, all of these must be dealt with. We must strive to deal with all of these situations, to bring all of the minorities of our nations as Romanians, as children of our nation if not of our blood, and to bring economic stability to our nation in the wake of the destruction the Germans, Austrians, and Hungarians wrought on our lands through the Great War. To become Great, in deed as well as in name, we must band together and fight as one for our rights, and the rights of our neighbors and fellow countrymen.

The Romanian government calls upon the Hungarian government of Admiral Miklos Horthy, Regent to the Throne of St. Stephen, to sign the Treaty of Trianon as formalized in December of last year and recognize the union of the Kingdom of Romania with Transylvania. Furthermore, we humbly request that all nations recognize the union of the Kingdom of Romania with Bukhovina and Bessarabia, as formalized through the majority vote of the Bessarabian parliament in 1918.
 
Serbs, Croats and Slovenes,

Three years ago, you were separate nations in name and state, united only in common opposition to Habsburg hegemony. Now, you are three nations in union, collaborating together to extract peace from the ashes of war. There were many who scoffed at the very notion of this; metropolitan cynics who could not comprehend how a population could put aside language and culture for the greater good. When our independence was asserted upon the conclusion of the Great War, there were even those who doubted our ability to survive. But we have scotched such notions. Three years past, this Kingdom remains standing, the passage of time having solidified - rather than dissolved - the ties that bind us together. The great project of South Slav union has at last been accomplished.

It is not my intention, however, merely to celebrate past achievements. There is still much labour to be done to provide a constitutional settlement for our great union and ensure its integrity in perpetuity. As such, a constitutional convention shall be established in the coming year, in order to form for a satisfactory legal framework for all the nations incorporated in the Kingdom. Efforts shall be made to consolidate those nascent institutions established in 1919, and improve the general conduct of His Majesty's Government. The foundations of union laid down in 1918 shall give way to the great federal structure necessary to its success.

In foreign affairs, there are still those outstanding questions awaiting resolution. It has now been a year since mercenaries seized the port city of Rijeka with its hinterland and established an unlawful dictatorship, in clear violation of the Treaties of London (1915) and Versailles (1919). Thus far, we have cooperated with our neighbour, the Kingdom of Italy, in suppressing this illegal entity by economic embargo. It is my belief, however, that direct action now be applied to affect the return of this region to its rightful owner, and to liberate the city of Rijeka from its militarist tyranny. In addition, there is also the Albanian question, as yet unanswered by any arbitration.

These are mere quibbles, not barriers. The Kingdom is at the apex of its achievement. Once a comprehensive constitution has been provided, and these outstanding foreign issues redressed, we shall go from strength to strength. This union project shall secure the return of Slavic prosperity and peace, which had been so injured by the incursions of Teuton and Turk alike. My promise to you, our united people, is one of independence and self-determination: those two golden tenets of this brave new world which has emerged from the struggles of conflict.

The Kingdom of Italy hereby expresses our support for the admittance of the Hungarian nation to the League of Nations. It is only right that a nation such as Hungary be admitted to the League, both in the interest of world peace and in the interest of international justice.

His Majesty's Government should also like to state that any Communist or Socialist revolutionary action shall be cracked down upon in the harshest possible terms, and that any attempt by these groups to circumvent justice, bring down the state or create a violent disturbance of any kind shall be met with full force. Those who attempt to destroy our great nation and enslave its people to their will shall not be tolerated.

In reply to the Slav Government, we state that we should not wish to see them take a rash and violent solution to the issue. Rather, we prefer mutual diplomatic agreement to settle the issue in a manner which is favourable to both concerned parties. We urge them in the strongest terms to take no military action against the Carnaro Regency.

Furthermore, the Kingdom of Italy wishes to state that we have engaged in talks with the Turkish Republic over the future of the region and our mutual interests in it, and have reached a satisfactory series of agreements as outlined below in the Treaty of Antalya. We wish the nation of Turkey only friendship, and look forward to a long and profitable cooperation with them. In this Treaty, not only has the Italian Government reached agreement with the Turkish Government, we have also secured all of Italy's proposed new lands which were promised from the Great War. Furthermore, we have secured a lasting peace and friendship. Truly, this is a triumph of diplomacy.

The Treaty of Antalya

The signatories agree to the following points, and to uphold these points upon their honour as gentlemen and leaders of nations.

Article 1:
a) The Kingdom of Italy formally recognises the Turkish National Movement as the sole and legitimate Government of the Turkish nation.

Article 2:
a) The Turkish Government agrees that all formerly Ottoman islands currently occupied by Italy are to be ceded to Italy in perpetuity.
b) The Turkish Government recognises that these territories, as well as all past Italian conquests are rightful Italian soil and forfeits all claim to them.
c) The Kingdom of Italy agrees to pay for the movement of all Turkish citizens from the newly ceded territories to the Anatolian mainland. The Kingdom of Italy also agrees to compensate these citizens with an amount up to 3/4ths of the value of any land which is lost due to the movement.

Article 3:
a) The Kingdom of Italy agrees to withdraw all military forces from the Anatolian mainland at the soonest possible date, and return control of all Anatolian land there to the Turkish National Government. Furthermore, the Kingdom of Italy forfeits all claims to territories on the Anatolian main

Eemil Nestor Setälä, Chairman of the Kansallinen Kokoomus: Your most honorable members of this assembly, the Kansallinen Kokoomus hereby rejects the proposal by the prime minister as too early to be considered. Though the members of the League of Nations have acknowledged Suomi's rightful claim to the territory of Ahvenanmaan maakunta they have postboned any final decision of the matter. Furthermore they have not acknowledged our rightful bonds with our Karelian brothers and did not pressure the godless bolshevik forces to allow them to join our glorious state. Since the members of the league of nations did not and likely do not understand and follow legitimate interests of free peoples such as we they could not be counted on. As the true national party the Kansallinen Kokoomus is disgusted by our elected leaders' decision to even propose the alignment to the coward western powers. Our evident true strength already got us the first necessary expansion of territory and the recognition of the world. We should rely on this strength further and do not become subordinate of the British and French.


Petter Vilhelm Heikkinen, Chairman of the Agrarian League: Your most honorable members of this assembly, the Agrarian League agrees with the honorable Mr. Setälä's statement on rejection of an application at this time though we got different reasons. Power got to be invested in the people first and foremost and such international organization might call for fast decisions which would need a centralized and authoritive government to succeed. Such governments are contrary to our goals and the interest of the Finish people. Thus the Agrarian League will never support any application to such a binding organization which might shakle our people more sinister and indirect as the Russian Czars did in the past.


In the end the proposal of the Kansallinen Edistyspuolue, the party of the prime minister, failed to gain a majority in the eduskunta.

His Majesty's Government appreciates the cautious counsel of the Italian Government. The military dictatorship, however, is occupying Rijeka in contravention of the Treaty of Versailles (1919); their possession is thus tantamount to an unlawful occupation of our sovereign territory. As the Italian Government is aware, the rebels are unwilling to negotiate or comply with diplomatic arrangements made between our respective states. When our governments mutually attempted to force compliance with the Versailles treaty, the rebels responded with a unilateral declaration of independence and formed an insular autocratic administration that has terrorised the civil populace. The current crisis is intolerable, and His Majesty's Government shall utilise all means to ensure a swift resolution.

We emphasise that any action taken is aimed solely at the rebels in possession of Rijeka. As always, we commend the Italian Government for their assistance and support in ensuring the proper execution of the Versailles treaty. For all other concerns arising from that treaty, His Majesty's Government shall always strive for a diplomatic resolution. In particular, we would wish to discuss the Istria question with the Italian Government at some time in the future, in order to devise an arrangement that would return the minorities in both our states to their respective homelands.
