Anybody know where Hannibal is from? Cause he and I need to come to some sort of agreement before we get to earn bonus points. Is he in a timezone that's even awake at this time?

i dont know from where he is, but last night he answered a PM I sent him about 22:00 PM (GMT+1)

You can make a temporary assignment list to be used in the event that you guys pass the hard deadline (which will be after the bonus deadline) and the finalize it later.

Anyone who misses the hard deadline has their character assigned by me using dice :p
 
I am in EST. I responded to said PM.
 
I will attempt to provide the deadline time, as the time in Toronto (same time zone as New York City, etc), Madrid, and Berlin.

I will use cities rather than time zones, as, different countries have different rules with daylight savings time. Here in Canada, for example, we switch over March 10th.

Note that some parties have their list in brown. This is because these parties have yet to submit. If they do not submit their list by 6pm this evening (Toronto) I will send them a reminder PM and they will have 24, or, if I'm feeling nice, slightly more hours to submit their final lists.

These names in brown are the results of rolls of dice.

I've also changed the titles as suggested.

I've also underlined the skill needed for each position.



Note that I am specifically keeping some information secret until the final lists are done. Until then, any party is free to change it's list. This means the info about the bonus points can be used to strategize with regard to your list. Once the deadline passes, the lists become "final" and parties will need to fire it's characters if they want to replace them, and there is a chance the character will not take it well and will quit, thus, you'd be unable to put them in any other position until a new character becomes available.

Parties are allowed to "shuffle the deck" once a year, but only certain positions can be shuffled, and you'll be let known what positions those are at the appropriate time.

As you can see, this table is rather boring. As the game goes on, your choices and decisions will raise or lower your party's relations with other parties. This will become important as parties with relations too low will not be willing to work with one another in coalition, even if they otherwise agree on ideology.

I like the logo as it is, because I think the heart represents Christian compassion. About the time zone, I live in Ljubljana which is in the same time zone as Berlin (I think daylight savings time is the same too).

Germany's 5 major political parties have approved their Chancellor Candidates. For the first time, two women will lead parties into the election. The Liberal's Paula Weissmuller will be joined by the Christian Democrats' Hannelore Vogt. Labour has chosen Ralf Decker, and the Greens are putting forth Fritz Bauer. The Conservatives have nominated Gunther Wolf.

Decker in particular is a known personality. Frequently voted as the "friendliest politician" by MPs of all parties, he is also known for his frequent scandals.

The debates are poised to be interesting. Many are giving the early edge to Wolf, who is known as a fast thinker.

Policy documents will also be interesting. Vogt and Weismuller are both known as policy wonks with a ability for deep thinking.

Bauer, Decker, and Wolf are known as media friendly, and may thus entice better coverage.

Decker and Vogt seem to be building strong teams, who are attracted by their respective ease to work with.


Other people of note include Sebastian Schwartz, a former media personality, will lead the Liberal finance team.

Max Meyer, plucked from big business where he is known as a top organizer, is now the President of the Conservatives.

Marcel Zimmermann, famed for his ability to use parliamentary procedure, leads the parliamentary party of the Christian Democrats.

And Heinrich Luther, a crusader against dirty politics, will lead the parliamentary party for the Greens.

The next step is electing a Reichstagspräsident or Speaker of the legislature. This person will come from the backbenches. There is a formula used to determine the 3 candidates that I've worked out.

1 - The top 3 candidates in Fast skill.
2 - If there are fewer than 3 with the top level, those in the next level are included.
3 - If there are more than 3 with the top level, a tiebreaker is needed. The tiebreaker is as follows:
4 - Each party limited to 1 candidate.
5 - Personal skill level
6 - Deep thinking
7 - Name, alphabetical, starting with last, ending with first.


In this case, our 3 candidates are as follows:

Viktor Kappel (G)
Karl Krause (G)
Leon Fleischer (F)

Of the 400 members in the Legislature, 150 will vote for the candidate they feel most qualified, regardless of party 'suggestion'. In this case, 50 for each.

Each party may now assign a preferred candidate for their party's MPs (the 66% of them who you still command) to vote for.


Controlling this position gives your party a bit more power within the legislature. However, it comes at the price of one "spare" character. There will be, later, a second position like this that can gobble up a "spare". In the end you will have 12 characters to assign to 8 jobs. Spares can be useful when someone quits (scandal/death/you tell them to/they resign cause they hate you) as you'll need someone else to fill in the spot.

You all will shortly be given an extra character with an extra job to fill (within the next few turns)

Note that I'm temporarily closing the Liberals to players. I have played with a large group of PolSim players in the past, from 2004-2010, and wish to give them a chance to join this game. I was the original creator of that PolSim too, so out of respect for their help in keeping that game going for so long, I'll hold open the Liberals in the event any one of them wants it. Failure to hear back from them within 2-4 days will result in me re-opening the party.

The three frontrunners each have 50 votes that makes 150, i.e. 250 are not yet assigned. But 400*(2/3)= 266+2/3 so where did those last 17 votes come from? Also can votes be cast for someone other than one of the three current frontrunners?

Ah, a math error. This is the number of votes assigned to each party for the vote on speaker:

Total - 241

The remaining 25 are presumed to be abstaining; but a large bulk of these members would be MPs from the Local parties.



And yes, those are the current standings, plus the seats for the local parties (25 in total)

The Governing Coalition has 226 members (of 201 needed for a majority)

Only one vote will be held between now and the election, and it is the vote to approve a new budget for this year. Once the "budget pack" is released, the governing coalition (should) speak with one another via PM to determine the budget they want. Opposition parties may also present their own "alternative budget" using the pack

Nobody from my old game seems to have the time or desire to play. I'll continue to leave the Liberals open for them until after the speaker election (I will control the Liberals during this period; they will be voting for their own candidate, and failing that, the most qualified candidate, who at this time is Kappel)

A candidate will need 138 party votes in order to win. Due to the current layout of Parliament, this means he will need support from either the Conservatives or the Greens; both; or one of those parties plus two other parties.

Note it is a preferential ballot.

If i understood everything right, than it is the following: Currently we have a vote for the Parlimant representive, which has to be one of the candidates already mentioned. The vote for the budget will take place next turn.

The Labour Party is seriously considering the option to vote for one of the Green Socialists candidates for Reichstagspräsident. However, we feel that the representatives of this party have sometimes forgotten their obligations towards the workers of our country. Therefore, we think that the Labour party should have a weekly intervention to present to the Reichstag real and ordinary problems from German workers who wish to be heard by the Reichstag but do not have the means to be listened.

No, candidates for speaker are chose automatically.

The budget vote does not happen until the budget is written, no budget can be written until I give you the budget pack (an excel sheet) and I've not done so yet, as this does not begin until after you choose a speaker.

The first post will be fully update when the game officially gets rolling with unrestricted timelines, which is once the budget is passed. This also is the time the election begins. I will, however, try to update it before then.
 
The deadline for this phase of the game is 1 minute before midnight in Europe (Madrid and Berlin) and 6pm on the East Coast (Toronto and NYC) on Monday the 25th. (This is when your speaker votes must be handed in)

Also note that daylight saving time is the same, it seems, for the majority of continental Europe, thus I will use these two time zones, being mindful that our DST starts before yours, to display all deadlines from here on in. Anyone wishing other time zones be added can post here.
 
Change in cost of bonus points.


The cost for using this doubles for each character. Thus if you raise "Bob"s skill, the next time you wish to do so, you need to pay double. If an opponent wants to lower "Bob"s skill, they can do so, but if a 3rd opposition party wants to lower it again, it has to pay double.

If that's confusing, let me know.

You may, at any time, use a bonus point to change the grade by one step. That means from C to C+ not from C to B.

You'll find out later how to lower opponents relations.

I'm changing the history on the Western Front as well.


France:

Change 1 - French PM resigns

Change 2 - Gamelin is forced to resign

Change 3 - French/UK fall into the same old trap 13 minutes later than in our timeline (just want to make sure that the tactics up to this point have not 'changed')

Change 4 - French Navy ordered to move, helps in Dunkirk, able to evacuate entire French army in the area

Change 5 - Further naval actions evacuate French armies from Normandy, Brittany, and Bordeaux to the UK.

Change 6 - At surrender, Navy refuses to accept. 2/3rds of the navy defects to the UK, remainder mostly sunk by the UK Small number of govt officials also evacuate to the UK. Remnants of the French air force also head to the UK.


End Result (France)

UK ends up with much more of the French military, and the "Free French" end up with much more moral authority. Most importantly, the UK now has command of a larger navy. 150,000 men were now fighting for the Free French, and 300 aircraft joined them.


Japan:

Change 1 - Germany able to convince Japan to not attack Pearl Harbour

End result (Japan)

The US and Japan never go to war, at least not officially. Japan is thus able to win the war for the pacific.



UK:

Change 1 - The earlier changes in France, plus a number of French civilians who had fled to the UK, helped the UK play a stronger role in various theaters around the world.

Change 2 - The Free French, not the Americans, are sent to complete Operation Torch. End result, however, is the same, for the most part.

Change 3 - Allies unable to dislodge the Germans from North Africa.

Change 4 - Neither allies nor Germans were able to cross the Channel

Change 5 - In 1947, within a few days of the Russians, the UK and Free French sign an armistice with the Germans.

End result (UK)

The UK is not buddies with Germany as originally stated.
