The Park, February 2033 Plan

Recruit 15 soldiers in order to bolster our numbers further.
The fellows from Oktyabrskaya have some kind of vision for the commonwealth, with everyone filling specific roles. I'm afraid that's not happening anytime soon, and, until then, we're going to have to keep up our numbers in order to maintain our garrisons and expand.

Five soldiers from the 1st and 2nd Park Rangers will be ordered back to Park Kultury.
Friendly presence on both sides of the tunnels should make it easier to keep a lighter garrison in the tunnels while keeping them safe for travelers.

Have the 1st and 2nd Park Rangers conduct tunneling expeditions in their respective tunnels.

Build another Herb Farm.
Oktyabrskaya has been asking us for one more herb farm in order to fully start Medicine production over there. Another farm doesn't hurt, and if we need more food, we can always plant more potatoes and beets instead of herbs.

March 2nd - Supplement

I have just finished reporting on the Oktyabryskaya Republic. As of now, I am set to leave, but there is one important new development I should talk about.

I have realized that such a journey would be suicidal for one man. It is dangerous just walking through the Metro, and the chances of reporting on them all and living to tell the tale are slim. That is why I have decided to get some help in the form of a person I met in Oktyabryskaya. They have agreed to help me on my journey, and thus we will each go our separate ways, trying to get to all the states on our route. We will, if all goes well, meet in Teatralnaya in 9 months time. I believe they will be able to house me effectively while I wait for my companion, or vice versa. Also, if either of us dies, we can find a replacement that may finish our work, as it is extremely important that we are successful.

I will not divulge their name, for their own protection and to ensure anonymity. As I said before, I would rather my name not be said, if possible.

Führer Franz had long wished for another flag for his State, that would show the world his ideals about a restored Roman Empire. He looked in the history books and read a lot about the S.P.Q.R. and ordered a new flag made, with an angular ealge and the words SPQR to glorify the New Rome under the Metro. It was done after a few weeks. Franz looked at it, deeply and undisturbed in complete silence until he made an outburst, and ordered on all flag poles at once.

The people looked with wonder, when the soldiers took down the old flags and replaced it with the new one. They did, however, quickly go on with their business as if nothing had happened.

The latest meeting for the Confederation had the Commune of Democratic Socialist Soviets (CDSS) requesting 100 building materials. I'm writing specifically because the other states knew we had resources to spare, and that the CDSS needs them in order to expand. I know we need the materials as well, but we need to cooperate in order to survive.

February 2033 - Crashing Down
If January was to be the month where great alliances were forged, stations rose out of the ashes and great strides were made towards rebuilding humanity, or some semblance of it, February would be the month where it all came crashing down, or so they would say. In the autocratic North, the Kerensky-Ribbentrop pact would be broken, as the founding member, Das Dritte Rom, would brand the communist USSR as traitors and demons. The Southern Confederacy would take the time to cheer and declare how they had always anticipated this, they just hadn't mentioned it yet. Some of the independent stations would remain concerned that the Confederacy lacked a proper counterbalance now that the KRP had collapsed, though others saw it as a sign that democracy and republicanism would remain the strength of the Metro. The Second Russian Empire and Das Dritte Rom however, would simply see it as a chance to expand on their own, with no regards to unstable and untrustworthy allies. The breakup of the pact would serve as a catalyst of a resurgence of nationalism within the northern stations. Those who had preached of the need for an united Metro could do nothing but watch as the Metro divided itself again, slowly marching towards war.

The most prominent effect of the breakup however, would not affect either Das Dritte Rom or the Second Russian Empire, or even the Confederacy itself. The USSR, having found itself able to expand rapidly due to their alliances protecting them, found themselves in a precarious state. Faced with possibly war against the Confederacy, as well as the ever-present danger of mutant attacks, the USSR would fall back from their recently captured station in Belorusskaya South, and instead board themselves up in their home station. This proved to be a fatal mistake. The soldiers returning home from their abandoned station would be traumatised, and would spare no moment sharing the horror that would become known as the Belorusskaya massacre to all that would listen. The civilians, having had no prior warning of the retreat of the soldiers, would be overcome by mutants within an hour of the soldiers' retreat. The story spread quickly within the remainder of the USSR, and faced with a government that provided neither security nor liberty, the people chose revolution. Belorusskaya would be divided in two, equally strong factions, the loyalists and the revolutionaries. It would take only hours before outright battle erupted, after a single revolutionary threw a stone at loyalist soldiers. The battle would last for five days. Those who survived would leave, bodies broken and with little food. There was nothing left for them in Belorusskaya, the station that had once been one of the most promising successors of the old order. From the second Belorusskaya massacre, a single man would survive and make his way to Theatre, passing through Fourth Reich lines, where he would tell the Rangers the entire story. Had it not been for him, future men and women of the Metro would have had no idea what had happened at Belorusskaya, though some say that maybe that would have been preferable.

Despite the crisis in the North, life would go on for the Metro. Stations would expand, and their citizens would work, would fight, would eat, sleep and die just as they always had. The Russian Revolutionary Republic would have a minor dispute with a group of Rangers over the corpse of a Dark One, and Das Dritte Rom would hire a company of possibly cannibal Mercenaries called the Black Bayonets, possibly gearing up for war after the loss of the alliance. The Confederacy would expand, welcoming the CDSS into their alliance while at the same time shunning the Second Russian Empire from entry. It would seem that as survival became an easier goal, ideology would slowly take its place. In the aftermath of the fall of the KRP, much was uncertain. Death, taxes and mutants however, would remain as they always would.

Event - A Forgotten World
For some time now, we have scavenged the nearby tunnels and caves for anything that can be worth something. It’s a thankless job, but the components, materials and food that these scavengers bring back may be lifesavers at times. Today, however, a group of scavengers returned with a very different discovery. While forging through the tunnels, they came upon an abandoned minor settlement. Though they were initially hesitant, expecting nosalises or bandits at every corner, they eventually explored it fully. Behind a small entrance barricaded with poorly-made planks of wood, they found something astounding. A large cave, perhaps 10 meters to the ceiling, filled with row after row of bookcases. They brought a few back with them, military training manuals, construction guides, fiction, history, even a few childrens’ stories. Most are in poor condition, entire sections ripped out or the text unreadable, but our scholars insist that they can restore them. The time required, however, is quite a lot. The scholars have thus asked which books they should prioritize restoring. Which knowledge is worth preserving, Primarch?

A pair of our citizens have come to us with a simple, yet surprising request. They have asked that they be allowed to marry in an official ceremony held within Turgenevskaya. Though of course there’s nothing that would forbid them in any way from doing such, proper marriages are extraordinarily rare in the Metro. Many reason that if you might die any day, what’s the point of such extravagant ceremonies? These two disagree. The woman is a soldier enlisted in our military, and the man is one of our stalwart miners, and both remain moderately well-known and popular figures within the station. Perhaps a celebration could help lift the spirits of our station.

Concerning reports have come out of the nearby tunnels. Our scavenging expeditions, as well as our military patrols, have encountered strange… things. Floating orbs of electricity, whispers and screams that seem to have no origin, even ghosts, if our soldiers are to be believed. Whether this is the truth or not, our population is scared. We have for long now prided ourselves on our intellect and our knowledge. As the rest of the Metro descends into foolish struggles of power, comnunists, fascists, republics and theocracies alike, we know that knowledge is the most precious resource of all. Our libraries fill with discarded books and previously lost manuscripts as our enemies’ stations fill with corpses and shells. Knowledge is power. It’s a shame then, that our population disagrees. They simply do not understand our great plan, insisting that such shallow things as food and safety is more important to them. Preposterous, I know, and our scholars certainly are not happy with the way the peasants are acting. What is our response, Archivist?

Event - Long Way from Home
A curious sight stumbled out of the side tunnels today. A man who appeared to be quite lost to say the least approached the guards and asked for a cup of water, to cool his parched lips he said. Luckily enough, the soldiers managed to avoid making any rash moves out of surprise, and the man is shaken, though still alive by the lecture given by the guards regarding not sneaking up on big men with guns. Nevertheless, after being brought water he has offered us a proposal. He says he has discovered a large cave filled with materials and medicine, though as he is but a lone wanderer, he has no need for it himself. For a small sum, he has offered to sell us the location of it, though the guards and several of our citizens remain highly suspicious of such an affair. Shall we risk it, Captain?

"We numbered one thousand when we left the Great Circle at the center of the Metro. We had no name then, no identity. We were all strangers to each other, outcasts, banded together only in the common cause of leaving the stations that had rejected us and which we could no longer call home...

One thousand left the Great Circle. All our days and nights were filled with fear and death. Bandits emerged from the shadows of the metro to rob us. Poison gases seeped down from the hell above and choked us. Mutants stalked and killed us. Slavers raided us and put us in chains. And the scions of strange, long-dead ideologies - spewing babble that no longer meant anything to us - massacred us, and drove us further away.

We fled, and when arrived at the darkest, deepest corner of the Metro, as far from the Great Circle as we thought we could go, only one hundred of us remained. We that survived were disheartened. We wept for lost brothers and strangers alike and, huddled together in the dark that terrified us, dared not to move from the place that seemed safe. We were a people now not only without a name or an identity, but also devoid of purpose.

And then the quietest man among us, who had neither wept nor wailed during the worst of trials, stepped forward into the sole patch of light in the dank underground. His appearance was strange - clad as he was in a long cape, with gruesome scars dancing around the edge of the wooden mask that concealed his face. A strange silence descended over us as he stepped forward, and though he was not a tall man, in that instant he seemed to tower over all of us. His voice was crisp and clear.

"Man was not meant to live in a Metro."

To this, we all had no choice but to agree.

"The Metro has killed us in our hundreds. It has starved us and choked us, killed us and tortured us. We cannot live forever in a Metro."

Many nodded in silent agreement.

"You are wondering what choice might we have? I will tell you. We will return to surface. To go above. To face the winged horrors and mutants that wander the landscape, is by far preferable to the human horrors that we all know - that we have all seen - to lurk below. Hell was not made when the world burned. Man has made his own hell in the Metro. We will escape it, and return to the surface - and if we cannot survive there - if we cannot breathe the poison air and live among the mutants - we will reclaim its bounty, and rebuild the world above... below... and see an end to this hell."

And in that moment we gained a name, a purpose, and a hope. We became the Reclaimers and the Quest for the Surface began."

The Small Council was pleased. The civilian scavenging expedition had gone better than expected. Motya Mikhailov had found many different types of supplies in the region around Konkovo, notable a crate of medicine as well as a large supply of gas mask filters. However, the most important find was a massive number of books. The options the find held were limitless, and both the Small Council and the people knew it. Eventually, it was decided that it would be best to restore the fiction books, to help improve popular opinion and order in the station.

After this, it was decided, largely on Motya Mikhailov's suggestion, that a scavenger station would be built to aid in scavenging efforts. This was met with near-unanimous approval, and the construction was started soon after.

More controversial was a plan Kozlov proposed from the tunnels. He wished to mount a surface expedition. This was the first of its kind, and was harshly received by Ivanov, Polzin, and even to a lesser extent by the quiet Sergey Romanov. Eventually, with a vote of 4-2, the proposal was passed, and it was decided a five man expedition, led by Kozlov, armed with pre-war bullets, and all the gas masks and filters they had. This would be the most dangerous expedition sent thus far, and it needed to be handled with care.

Meanwhile, the rest of Kozlov's unit would head home, to garrison Konkovo. Regiment 2 would move to the Konkovo-Teply Stan tunnel, and make a tunneling expedition there. Overall, it was a busy month for the military.

"I remember when fled from the Great Circle, infested as it was with the ideologues who spoke of power and freedom, elections and autocrats, and those who claimed that how your leader and by whom made all the difference. I do not know how we chose our leader. All I know is that after the masked man spoke, he was our leader. No one ever questioned him. He never told us his name, saying he had cast it off into the dark long ago. We called him Seeker, because he had led us to seek the surface, and before long I could not have imagined any other name for him.

He told us to settle at Ryazansky Prospekt, the dank hole far from the Great Circle that we had learned to call home - and this we did. With his guidance, we made a flag for the Reclaimers - it was black, to symbolize the dark of the metro, with a red slash drawn across it, for the red blood of the many that we had lost, with a glowing sun in the center, declaring the world our quest for the Surface, and our dream to make the sun more than a folk legend for humanity.

Though we took great pride in the flag, Seeker warned us of what we already knew - there was still much to be done. Our Station, he said, could not become like the hell that had consumed the Great Circle and the other far-flung depths of the metro, and to this end we needed food. Seeker also said that to reach the surface and breathe its poison air we would need masks and filters, but we would need power - and for this we would need fuel. We thusly burrowed down into a mine beneath the Station, and slowly, carefully, began to bring up coal. Electricity would follow. Seeker told us that some of the electricity would be diverted to ensure clean water for the people of Ryazansky Prospekt; the rest would go to the production of masks and filters. A school followed the mine, to teach ourselves and our children of the surface and what needed to be done, and a depot followed the school, to provide a place for gathering and scavenging the many necessary parts.

This much accomplished, Seeker laid down commandments for our people - the Reclaimer's Laws - which would form the basis for the reclamation, and prevent us from slipping into the same hell that we had fled:
1) Every Reclaimer has the right to food.
2) Every Reclaimer has the right to water that does not make them sick.
3) Every Reclaimer has the right to medicine in time of need.
4) Every Reclaimer has the right to settle in Ryazansky Prospekt, which is to be the center of the reclamation, and to be secure in his home there.
5) Industry will always take precedence over arms.
6) The Reclaimers will use weapons only to defend themselves and gather needful resources, never for the conquest or slaughter of others.
7) The Reclaimers will minimize contact with others and trade with the outside powers only to obtain what is needed for the Reclamation.
8) The Reclaimers will not spread in the Metro except to locate necessary resources for the Reclamation. The destiny of the Reclaimers is above, not below.
9) The Reclaimers will welcome the returning brothers - if any every find us - and any others who wish to join on the Quest for the Surface, and they too will become Reclaimers."

The half-success of the Cavalry's expeditions outside of its headquarters were a bitter wake-up call for the Rada and the Cavalry as a whole. For years, the community had survived in relative security: the mutants were smart enough not to attack the well-defended Avtozavodskaya Station head on, and the humans didn't venture out of their safe "stronghold", leading to the people of the Cavalry being lulled into a false sense of security, thinking that the mutant threat had subsided somewhat and was quite manageable. There was no clearer evidence of this than the fact that the ambitious oligarchy was already busy cultivating diplomatic relations with other underground polities, despite the fact that most of them were separated from Avtozavodskaya by many abandoned, unsafe tunnels and stations. The mutants were regarded as a near-harmless vermin infestation that just had to be exterminated in short order, yet the defeat near Kolomenskaya showed that this battle against the mutants was going to be a long and hard one, and the promises of imminent peace and prosperity that were made by Zubeyko's cabal were now quite shaky.

The Cavalry has been a very loose, informal association since its inception. They rejected the idolatry of abstract concepts, the establishment of massive constitutions swimming in legalese, or rigid adherence to ideologies. In fact, in some ways, the community would almost seem anarchistic, if it weren't for the fact that the Rada firmly forbade any challenge to its well-entrenched authority. They did so subtly, with a silver tongue, treading a fine line between repression and tolerance of opposition - the council's rule was paternalistic according to some, a benevolent dictatorship according to others, with the people generally left to their own devices in their free time, not forced to adhere to any moral code or excessive regulations, in exchange for doing their duty and not challenging the existing order. However, the failure at Kolomenskaya also had the effect of threatening to upset this order. Whereas one months ago, the Rada's grand joint speech of their vision was received with applause and enthusiasm, even wild optimism, now it was a bitter memory to many - Zubeyko had promised them the land of milk and honey, and now the Rada was discussing additional recruitment, ammo production, grandiose war plans to strike south, and other unpopular measures that nobody looked forward to.

Fortunately for themselves, the council did not fail to notice the change in public opinion. It was a subtle change, with just a bit more pessimism all around, just a few anonymous leaflets distributed covertly, berating the incompetence of the Rada. The regime regularly organized little celebrations, fairs and other morale-boosting events to try and keep the Cavalry's spirits up, but they were just not quite 'it' without a plentiful supply of alcohol, which the station also lacked. With the soldiers just doing the bare minimum required to maintain order, discipline was dropping, and - though they feared the consequences of doing so - the Rada knew that they would have to develop a more specialized police force and train them to enforce order with as little brutality as possible (something the soldiers were less skilled at - not trained in riot control, they generally wavered between the extremes of barely enacting any punitive measures and suppressing malcontents through excessive force). They would become known as the 'watchmen', specifically to avoid any negative connotations - officially, they were a versatile task force that would be tasked with various jobs to improve the security of the stations, including watching out for mutants, patrolling the tunnel entrances and staying vigil at night to thwart thieves, but in practice they also became the oligarchy's first resort when someone was instigating even minor unrest.

However, at least the integration of the new civilians proceeded smoothly. Roughly two dozen people were found in the tunnels surrounding Avtozavodskaya, fleeing from the same mutants that caused the Rada so much trouble. Though they were initially welcomed coolly, Zubeyko was still a skilled enough speaker to rapidly defuse any tensions, and made it clear that the increasing mutant threat required cooperation on everyone's behalf. The new arrivals were lone wanderers, small families, ragtag bands of friends - there was little cohesion or ideological similarities between them, eliminating the chance that they would form a subversive clique. The plan to expand the human resources of the Cavalry had succeeded as well as it could, and the leadership was eager to put the new arrivals to work.
 
Entering the Council chambers, Major Sasha Ivanov motioned for the gathered officers and civilians to sit. "I call this Council to order. Before we begin, I would like to recognize and welcome the civilian representatives: Mr. Leontiy Sokoloff, Mr. Akim Konstantinov, and Mrs. Lena Pajari. They will be providing a much needed civilian perspective on the way this Council has been running the Airborne, and will help to facilitate an eventual transfer to an all-civilian run and elected Council. Treat them with the respect you afford each other. Let us now begin, state your reports along with your name so that our civilian members may know each member."

"Captain Rozaliya Lagounov," Lagounov said as she rose, "our soldiers successfully occupied the Taganskaya-Paveletskaya tunnel this previous month, as well as scouting and gathering supplies from Marksistskaya station, also known as Taganskaya South. 200 building materials and 200 ammunition were brought back from the expedition to Marksistskaya, greatly alleviating our shortage with both. With the Taganskaya-Paveletskaya tunnel occupied we are now poised to link up with the rest of the Confederacy. As such, I have a squad and a half preparing to march into Paveletskaya North and occupy it. I have also authorized a unit of 5 of our best to lead a surface expedition directly above Taganskaya North, to see what kind of salvage we can bring back from the ruined surface. We will also be sending our last squad of 10 men to clear the Taganskaya-Paveletskaya tunnel of all hostiles now that we have occupied it, and to search for any survivors still hiding out in the tunnel."

"Very good," Ivanov said as he motioned Lagounov to sit, "next?"

"Captain Anton Polzin," Polzin said as he stood, "with the building resources secured from the expedition to Marksistskaya, I have begun the construction of an armory here in Taganskaya North. Our metal mines are turning out a great amount of metal, and I feel this can best be put to use manufacturing more 'dirty' ammunition for our soldiers. This way we will not be solely reliant on scavenging ammunition in the event of another shortage. That will use up half of our building materials, the other half shall be set aside to allow for the successful occupation of Paveletskaya station."

"Good, good," Ivanov nodded for Polzin to sit, "Lieutenant Utkin?"

"Lieutenant Abram Utkin," the young Lieutenant said as he stood, "training of our recruits is moving along as expected. Our first 5 recruits have finished their training and are integrating themselves under Captain Lagounov's command. We have begun the training of 10 more recruits as scheduled, as will have them combat ready within a month."

"As expected," Ivanov said as Utkin sat back down, "Zolnerowich, you're up."

"Lieutenant Nazar Zolnerowich," Zolnerowich said as he jumped from his seat, "Things with the Confederation are moving along smoothly. Once we take Paveletskaya we will be linked with the rest of the confederacy and can begin moving trade caravans throughout confederate territory. Also of note, is the complete destruction of the USSR. It seems communism has once again proven itself to be a failed system, as the entire station turned against each other. The polity is no more, and we have one less competing station in the metro system."

"Outstanding news," Ivanov said as Zolnerowich sat down, "anything from the civilian side?"

"Yes Major Ivanov," Sokoloff said as he began to stand, "I'm Leontiy Sokoloff, I've been chosen by the civilians here in Taganskaya North to represent us here in the Council. I would like to report that a civilian gathering team in the Taganskaya-Paveletskaya tunnel was successful in scavenging 100 ammo, 5 gas masks, and 25 filters for our station, which should be of great use for the surface expedition being planned. We have also begun plans for a party here in Taganskaya North. Approval polls through the past month have shown that many of our civilians are demoralized, so a party would be of great use to lift them up and improve their happiness."

"Excellent to hear, Mr. Sokoloff," Ivanov said as Sokoloff sat back down, "Mrs. Pajari, do you have what we discussed about earlier?"

"Yes I do Major," she said as she stood and placed a box on the Council table, pulling a large cloth out of the box and unfolding it, "as you requested, we looked through Taganskaya West for the materials and have created a new flag for our station."

"The Airborne's crest stylized upon the flag of the old republican Russia shows our adherence to our past and belief that we will one day recreate the old. As well, we have found an old copy of the Airborne's song, and are going to unveil it as our station's national anthem and the flag at the party here in Taganskaya in the next month."

"Well done, superbly well done," Ivanov said as the flag was hung across the wall, "with that our meeting is adjourned."

Dealing With Orbs

Maksimilian was at the gate to the tunnel leading to Oktyabrskya. He was talking to the soldiers who had recently transferred back to gather information on the floating orbs everybody was worrying about.

"I swear, those orbs are freaky," one of the soldiers said.

"Yeah," another confirmed. "Luka got knocked out by one of them."

"Knocked out? How?" Maksimilian asked.

"I can explain," said Luka. "I approached one of those orbs and tried to touch one of them. When I touched it, I heard some kind of wizzing noise. Then, I got pushed back by the orb and got slammed into the wall. I blacked out, and I think the others dragged me back and broke contact with the orbs."

"Did they try to harm any of you after that?" Maksimilian asked.

"No," one of the other soldiers answered.

"Did they follow you back?"

"No, they stayed there after we left."

"I see. Thank you for answering my questions."

Maksimilian left and headed back torwards to the usual meeting place for the leaders of The Park: a tavern known as the Rusty Rail. Maksimilian was friends with the owner of the place, and the owner was more than happy to give him private space to conduct meetings.

Maksimilian arrived in a room upstairs, and, inside, the three other leaders of The Park were there: Markovic, who is in charge of managing the economy and development of the Park, Tirenti, who was the Head of the Park Rangers, and Varlam, the representative to the Confederation.

"So, gentlemen," Maksimilian said to the others. "We know that we have to address these orbs. Any suggestions?"

"I'm worried that the people are getting distracted by the orbs," said Tirenti. "The people should focus on other things besides these orbs that aren't even coming for us. In order to achieve this, however, we are going to have to make sure that these rumors don't get out of hand."

Markovic, knowing where Tirenti is going, asked, "And how do you intend to silence these rumors?"

"Simple. We are going to have to stop the rumors by stopping them at their source. Even if it means we have to use force."

"Tirenti, what you are saying is that you want to give your men power to oppress the people."

"Oppress the people? I would never do that."

"You would, you scumbag. Remember Lidochka?"

"SILENCE!" Maksimilian shouted. "Markovic, we had settled that matter three years ago. As for your plan, Tirenti, I do not believe that the people would go with it. You cannot simply silence the will of the people and still consider ourselves as we who serve the people."

Maksimilian let his words sink in for a minute, then turned to Markovic.

"Markovic. Do you have a plan to deal with the orbs?"

"It's very simple. We ignore them. Denying the existence of these orbs is not the answer. But since they are not coming for us, there is no point in wasting resources on investigating these orbs for now."

Tirenti, outraged, angrily replies, "Nothing? You are just going to sit by and do absolutely nothing? What a fool you are! The people will panic if we just stand by and do nothing about it! They will lose confidence in us, and our soldiers will worry about the threat to the station. The rumors will cripple the morale of our people if we don't do something about it."

"Oh, and I don't see your idea doing anything about the orbs themselves!" Markovic caustically rebuts.

"At least our soldiers will have confidence, knowing that they are restoring order. I have gauged my men, and I fear they will panic if we aren't doing anything about the orbs."

Markovic and Tirenti stared at each other with intense malice. Taking a chance to divert attention away from this debate, Maksimilian turned to Varlam.

"Varlam, any comments or ideas of your own?"

"Tirenti is right. Doing nothing about the orbs is going to decrease the confidence the people have in us. Markovic is also right. We cannot deny the existence of the orbs no matter how hard we try. People will still believe that the orbs are out there. And if we manage to do so, we have taken steps in the wrong direction, towards Hitler, Stalin, and all the other tyrants and dictators of old.

"So, I propose a solution that allows us to address the problem without losing the confidence of the people: We get outside help. If Tirenti isn't willing to allow his men to investigate those orbs, there are others who are up to the challenge. I am willing to pay any price to restore confidence in our people."

After listening to Varlam's solution, Maksimilian quickly said, "Thank you, Varlam. I want to thank all of you for being here."

"Wait," Tirenti began, but he was interrupted by Maksimilian.

"I am ending this meeting right now. Your suggestions will be put on the ballot and, within the next two days, a vote will be called on. Have a good night."



Two days later ...

Maksimilian was at one voting stations in Park Kultury. Every citizen is considered eligible to vote, with one condition. The voter must be an adult, around 18 years of age. There are no other restrictions due to a fear that other restrictions might be abused. So far, the votes have turned out fine without any additional restrictions.

Maksimilian was there in order to ensure that no fraud or other forceful tactics skewed the vote in another person's favor. He traveled around Park Kultury and examined the stations himself. He knew it seemed vain that his presence would deter cheating, but any little bit helped. He watched as the people used the booths and filled out one of the voting cards.

So far, there was nothing fishy. Satisfied, he went back to his home, knowing that the last of the voters would cast their vote without any interference.
