The United Kingdom also embarked upon a program of naval expansion with the new forces meant to better serve the nation's colonial interests. With the outbreak of another round of war between the South and the North in the Netherlands, large numbers of French troops are found to gathering near the Franco-Dutch (Belgian) Border. When questioned about the nature of this troop deployment, government officials first denied all knowledge, though they would later go on to state that these troops were deployed along the border for defensive purposes only. The Dutch begin the year with the announcement of a new naval program dedicated towards both increasing the capabilities of their fleet through the use of new technology, in particular steam power, and the construction of several new vessels. Less successful are attempts to encourage immigration to the colonies as many of those who would have emigrated now worked in factories or were employed in the fighting against the Belgian rebels. [-1,000 gold]
The actions against the rebels at sea were remarkably successful, with the Royal Dutch Navy quickly shutting down trade on the Scheldt Estuary, and the Belgian Coast in general. The Belgians attempted to slip their navy out of the mouth of the Scheldt and challenge the blockade but the Dutch forts managed to sink several ships and force them back. [-5 small ships from Belgium]

A Dutch force of 25,000 men under the command of veteran General David Hendrik Chassé advanced south from the city of Eindhoven towards the main Belgian port of Antwerp, just in front of the city they were confronted by a Belgian army of 15,000 men.
Chassé deployed his men in a regular formation with one difference, he had placed his entire reserve on his right flank hoping to punch through and envelop the Belgians.
The Dutch advanced and began exchanging fire with the Belgians while the artillery exchanged volleys. Chassé, timing his attack just after the Belgians had fired, personally led his reserves in a charge against the Belgians. The Belgians on the right were smashed and Chassé ordered his men to envelop as many Belgians as possible.
Belgians casualties were very high although the left flank escaped largely intact. Chassé’s men on the other hand took very light flank except for one battalion on the right flank of the charge that had been facing a Belgian battalion armed with experimental weaponry. Chassé then continued his advance and entered the citadel of Antwerp on the 17th of December 1836, four years after he had been forced to surrender the city.
In the south Prince Frederick of Orange, second son of the Dutch King took command of a force of 10,000 Luxembourgers and advanced extremely quickly against the Belgian town of Liege. Facing little opposition on his march he took the city and fortified it in preparation for a Belgian counter-attack, but none came and he held on to his gain until the end of the year. The Kingdom of Prussia seeing the success efforts at industrializing around it, began a push for industrialization in the Prussian Rhineland. This program though smaller in scale also met with success. [+3 industry in one turn, -12,000 gold]
The Kingdom of Prussia made attempts to increase support for pan-nationalism in Northern Germany. Though many Germans liked the idea of a single German nation, they did not necessarily desire such a nation to be under Prussian leadership. [Some pan-nationalist sentiments in Northern Germany]
In order to better connect the two halves of the Prussian Nation, the government prioritized the building of a railroad linking Berlin to Koblenz. The plan required the gaining the right to lay rail in several small German nations, however, this obstacle was quickly overcome through some payments to the respective governments. In order to spur industrial development in the Austrian and Bohemian parts of the empire, the Austrian Government begins a program large scale industrial subsidies. This program convinces many entrepreneurs to invest in the development of their nation. [-22,000 gold, +5 Industry in 2 turns]
Attempts to improve the Austrian Empire's military met with similar success. The General Staff of the Austrian Army was reformed along Prussian lines and transformed into a more meritocratic institution, though deference was still given to those with noble titles, the situation was changing. 1836 Educational Reforms in the Austrian Empire, also went smoothly. The reforms focused on teaching the literacy using the Bible. This incidentally led to an increased knowledge of Latin in the Empire, a language which was quickly becoming a lingua-franca for the empire for written communication between different ethnicities. The Austrian Emperor took the opportunity to comment on the developments in the Austrian Empire:
Dear people of Austria, I, Emperor Ferdinand I, come to you today to deliver this speech.
This year has seen great progress for us, all of us. I am pleased to tell you that comprehensive reforms in the military are being undertaken to make it more efficient and biased towards no people. Our past defeats against Napoleon but a few decades ago shall be just that; past defeats. The army shall never face such defeat again, and will be able to uphold its role as a defender of the peace and stability established in the Congress of Vienna.
However, no army - no matter how noble its intentions – can operate without its weapons, nor can they march onwards without boots. Likewise, Austria cannot march onwards without following the development in Europe. The process that was first started in the United Kingdom has spread to most of Europe, but we have as of yet not quite followed after. I pledge that this will change, and Austria shall not be left on the sidelines, but shall march forwards with the rest of Europe.
But, we must make sure not to lose our traditions in the process. We should not abandon what makes us who we are, because that is not necessary. I say this to you so that you do not forget. Always keep in mind who we are. We are all christian, and we have all peacefully lived side-by-side for so long. Because of this, I shall be instituting schooling all across Austria, to teach the next generation to read, so that they can understand the message of our Lord. With the Holy Bible as their companion through life, they will not lose themselves, but instead hold onto something which will help guide them.
I, Emperor Ferdinand I, will likewise guide you, the people, through these turbulent times. I shall strive to uphold peace and stability. All of these warmongerers who speak of bloodshed are just that, warmongerers. Warmongerers who have not experienced the war that they so itch for, for anyone who has looked into the glazed eyes of a soldier dying on the battlefield will think hard before starting a war.

A new sense of Scandinavian unity.
All across Scandinavia a new sense of unity pervaded as may Danes, Norwegians, Swedes, and Finns began to think of themselves as Scandinavians. This was evidenced through increased trade and the creation of unity parties in the political sphere. [Pan-Scandinavian sentiments high]

The Danes attempt to increase the size of their navy. Unfortunately, soon after construction began, the dry docks the ships were being constructed in caught fire and the work was lost. [-250 gold]

Attempts are also made to improve fortifications in Holstein to improve defenses in the region and prevent incursion into Danish territory. The fortifications are among some of the most advanced world, featuring redoubts and inter-locking fields of fire.

In the Russian Empire, a concerted effort is made to increase literacy in the nation. As a result several schools spring up around the nation to teach young Russians how to read and write. These new men were quickly sent to one of two assignments, large military parades through large cities, or the Caucuses. Parading the pride of the Russian nation raised the hopes of many Russians and increased their feelings of loyalty to their nation. 1836 was a tumultuous year in the Kingdom of Greece. A military junta installed itself as the supreme authority of the Greek nation under General Andreas Stavridis. General Stavridis declared that he would lead the nation under the heir of the former King reached the age of majority, but he would use his time in office to increase the military strength of the nation so that Greece would never again be weak. Attempts are made by the Sicilian court to contract a marriage between Ferdinand II and Maria Theresa of Austria-Este. However, this marriage proposal is turned down due to the bellicose statements that had been recently by the Italian monarch.

Across Italy the cry, "Avanti Italia!" was heard and many young Italians rallied to the flag of a united Italy. These large public gatherings cause much unrest in the Italian states. Would this mark the beginning of an Italian Unification. In particular, many seamed to believe that the Ferdinand II of the Kingdom of the Two Sicilies would be the best leader of such a unified state. Attempts to reform the education system in the Kingdom of the Two Sicilies were shelved however due to lack of funds.
In Northern Italy, the Savoyard monarchy worked with local capitalists to construct a railway linking Turin to the Genoa and by extension connecting the Po River with Western Mediterranean. This project decreased transit times and costs and reduced the costs for many merchants in the region who no longer had to ship their wares through Austria. The Savoyards not be outdone by their southern neighbors, produced a number of pamphlets advocating Italian Unification. However, the Savoyards made a distinct break with the Sicilians in that they campaigned for a peaceful unification of the peninsula. Attempts to industrialize unfortunately, did not meet with the same success. Though the government offered substantial subsidies for the construction of factories there simply wasn't enough materials available on the world market for construction to commence. In Northern Spain, the Carlists, led by the infamous Infante Carlos, believed they had a legitimate and full claim to the Spanish Throne. The Liberal forces, under the control of the Spanish Kingdom, take forrays into the rebel controlled areas, enticing them to attack by seeming less powerful then they actually were. When the dusts set, the Liberals had invaded into the Carlist stronghold of the Basque Country, where open fighting between the two sides took their tolls, but the Carlists, after a four month seige, were forced to lower their banners, and surrender to the Liberal forces. While only one portion of the rebellion was crushed, there were still other areas fully under the control of the Carlists.

The Spanish Monarchy in order to curry support with the populace, attempt to begin the writing of a new constitution. Unfortunately, this is met with strong resistance among the privileged upper classes. [-2 Stability]

In an effort to restore their nations maritime prowess, the Portuguese government embarks on a program to increase their dockyard capacity. This is met with success though the scale of the project is small. [+1 Industry in 1 turn, -4,000 gold]
Efforts to increase the level of education among the populace are extremely successful. Not only literacy rates increase but so does the knowledge base among farmers and craftspeople. [+4% Literacy, +200 Base income, -4,000 gold]

North America
The United States Congress seeing war brewing to its Southwest decided to bolster both the size and the capabilities of the US Army. This was accomplished through a larger recruitment program, training by European instructors, and the formation of additional companies of special purpose units, including five companies of Rangers. The United States also takes the opportunity to lend both material and leadership aid to the Texans in their struggle against the Mexicans. The policy of aiding the Texans coincides with a successful campaign to align the hearts and minds of the people of the United States against the Mexicans and with the Texans in their struggle. The attempt to establish diplomatic relations with the Republic of Texas by the United Kingdom was filled with blunders and faux pas. The Ambassador routinely looked down upon the Texas and spent most of his time in the neighboring United States, particularly in New Orleans, where tales of his debauchery were well known. Following the defeat of the army under the command Santa Anna by a Texan Army less than half its size. The army charged with relieving Santa Anna's army was withdrawn to defensive positions South of the Rio Grande, where many soldiers would later desert from the army. Meanwhile, the Texans pressed their advantage and fortified the border setting up camp across the river from Mexican camp and creating a series of earthworks. The Mexican government made attempts to recruit new men into its army, but all they can find willing to join is a solitary old man and his mule. Unfortunately, the old man would later ride his mule into the sunset, looking for new windmills to joust. However, the appearance of this mythic figure in the time of nation's need was quickly exploited and brought in droves of new recruits. [+7,000 regulars]
Attempts are made to start the construction of a new national railway, however, the ongoing war caused the government to table the debate until peace is achieved. Some entrepreneurs take this as a cue and begin building a railway to connect the capital to the coasts. Attempts to form a new constitution are dashed when word of the defeat in the North against Texas cause the people to loose their faith in the government. [-1 stab]
In Central America, President Francisco Morazán attempts to raise 70,000 soldiers to increase the size of his army. However, the government baulks at the additional expense and only permits the conscription of 10,000 new soldiers, of which only 5,000 are fit to serve. [+5,000 regulars, -1,000 gold]
Attempts to modernize the capital are more successful. The main thrust of investment laid in the broadening and paving of the cities main arteries, beautifying the capital and make transport through the city less time consuming. [+100 base, -1000 gold]

South America
In Chile the government invested 750 gold into the Mining industry in an attempt to increase its output. This was not particularly successful although Chile’s income did increase a little. [-1500 gold from Chile, +100 Base income to Chile]
Overtures where also made to the Aristocracy for land reform however the Nobles rejected the proposal out of hand.
A campaign to recruit skilled workers from Europe was very successful with large numbers of people making the journey in search of a new life. [-1000 gold, +250 Base income to Chile]
In extremely secret conditions the Chilean government planned something however foreigners could not work out what it was. In June 2,000 Chilean soldiers left the capital. In Colombia the central government reformed the constitution to allow all white, landowning males over eighteen to vote. This, along with some decentralization of the government in Bogotá resulted in improved stability for the Republic. [+1 Stability to New Granada]

An attempt to improve the training of the Colombian army was a failure as insufficient funds were used on the project. [-500 gold from New Granada]
Meanwhile in the Empire of Brazil an attempt was made to construct some industry around Rio but the attempt was a complete failure with corrupt officials pocketing the money. [-500 gold from Brazil]

Military advisors were hired by the Brazilian army which helped the army quite considerably. However during the training and weapons upgrades a large number of men were pulled away from frontline jobs to train and reequip. A reform of the tax system was contemplated in Brazil and a start was made however it would be a long and arduous process due to the amount of corruption in the government. [+100 Base income to Brazil. More if Brazil eliminates corruption]
Prussian attempts to bolster the Brazilian government met with complete failure. These problems were apparent when drafting new laws for the Brazilian Empire. Particularly when the Prince heading the delegation called the nation a corrupt and uncivilized backwater. [-1 stab to Brazil, Prusso-Brazilian relations damaged]
Meanwhile 7,000 Brazilian regulars began an attack on the revolt in Rio Grande do Sul. Facing them was a force of 5,000 men from the local area. A second force of 900 Italians under the command of a little known man by the name of Giuseppe Garibaldi was marching to reinforce them.
The battle began as both armies advanced towards each other. For 2 hours both armies fired at each other before charging into melee. The Brazilians were gaining the upper hand when their commanding officer noticed the Italians approaching. He decided that it would be safer to withdraw rather than risk his flank being decimated by Garibaldi’s force.

The Argentine Government under Rosas manages to force a new Constitution on the Argentine people which further decrease their liberties and rights; this increases the stability of the country slightly as the government destroys any resistance. [+1 Stability to Argentina]
The government pumped more money into the Agricultural sector further expanding its production. [+1,000 base income to Argentina]
The Argentine Congress was called and elections for it began. Thanks to the new Constitution which only gave Rosas and his ministers voting rights Rosas’s supporters were able to secure every single vote, winning the election by a staggering 100%.
Rosas then proposed to recognize Paraguay as an independent state in exchange for a military alliance. The Congress passed the treaty and the Paraguayans signed. [Paraguay independent, in military alliance with Argentina.]
Asia
Following a long period of stagnation, the Ottoman Empire attempts many reforms to modernize their state. The first such reform was the initiation of a national census. The census was largely successful, in that it was able to better determine the ability of citizens to pay taxes. [-1,000 Gold, +500 Base income]
There were also attempts to increase equality in the Ottoman Empire, however, these attempts were met with stiff opposition among the clergy. The very concept of direct equality lead some mullahs to preach revolt. [-2 stab]

Pronouncement of the new Ottoman Constitution
Attempts to federalize the Empire met with greater success with the convening of a constitutional committee to look into the possibility of the creation of a constitutional monarchy. Preliminary results look promising. [+1 stab, 2/5 steps of reform]
The British Raj, an attempt was made to create a better educated class among the native population to better the management of the colony. In pursuit of this goal three new schools were opened in Calcutta to provide such an education. Though the number of students taught was limited their impact would not be marginal.
